Edit: Or use aokp/slim/pac/pa Rom's based on CM10.1 , It's more customizable than AOSP CM10.1

I prefer the touchwiz multiwindow over halo but in short Halo just gives you the ability to open up apps or preassigned apps on top of other running tasks in a small Window and also give you app notifications. It's not an installable app and is built into the rom.
