When restoring a backup from ics to jb or from jb to ics through cwm recovery, should I wipe cache/dalvik or factory in between, or does the back up overwrite things in a manner maikng it unnecessary?

I think you should always wipe cache and dalvik. It will not hurt anything and can only prevent problems.
When you are switching from JB to ICS you may also need to wipe data (unless you are restoring data that was backed up with ICS).
The backup will only wipe/restore what was included in the backup.

I installed my first rom (MIUI) yesterday and everything went well thanks to alot of reading. I like the way it look but i miss Sense. I did a backup before I flashed it so what is the steps to recover the back up with clockwork??

Go back into recovery > backups> restore > choose the one you want. The names of the backups are based on the date you made the nandroid

I won't hurt........I always wipe cache and dalvik cache. Your phone will take a few minutes longer to reboot.....that's about the only drawback.

Not necessary, but it wouldn't hurt anything. Calkulin's Format_All.zip wipes Cache, Userdata, Dalvik, System, and a few others that I'm forgetting. If I remember correctly, it's just a script that tells your recovery to wipe all those things. Like I said before, I like to use it if I'm ever changing ROM "brands" (ie going from MIUI to CM7, or From Myn's to CM7, etc.) because the systems are usually significantly different
i believe wiping before doing anything regardless its restoring or flashing a new rom is the way to go with Calkulin's format all and his clear temp. just in case it misses something. but thats just my opinion =)
If i reflash the same rom on top of the other do i have to perform a wipe? And if i dont do a wipe will i lose my apps and data during the process?

No wipe would be needed and your data would be safe. I'd recommended wiping cache/dalvik as well.

Restore, I never have and haven't run into any problems. I'm assuming that everything is getting written over during the restore except basic phone info and the modem. Others may disagree with me. If you want to clean and wipe the various caches before restoring, I don't think it will hurt anything.

No, modem will remain what is currently on the phone even after a restore. you'll have to flash the modem to the one you want.

Wiping cache and dalvik cache never hurts, so it's nice, but not necessary, when restoring a nandroid.
The modem (i.e. baseband or radio) lives outside of the data portions of your phone, therefore this will neither be backed up nor restored via nandroid.

i updated my phone from gingerbread to ice cream sandwich. i did a nandroid backup for the gingerbread. if i decided to go back to gingerbread, i just gotta go into recovery and do a restore? or do i gotta reset wipe factory again and wipe data,cache dalvik?

The recovery restore doesn't reflash my old radio and kernal? Cuz I'm not even sure what radio it had. So I pretty much need to do all the steps again like I'm flashing a new but use the the restore in place of flashing new rom.

The recovery restores everything (including kernel) but not the radio. I have switched back and forth between ics and gb a few times without ever wiping before a restore and never had a problem. I would argue its not necessary but certainly doesn't hurt.
My question is that how to restore nandroid backup on different OS just as restoring stock rom backup to cm7 rom,also just need to restore its "data" only.how to do?
I don't think you can restore another rom's data.
Isn't that why you have to wipe data and cache before flashing, to avoid failures?
