This solution applies to the ting network... just posting here in case someone else has this issue.
Symptom: People did not receive pictures we sent and we did not receive pictures that they sent.
Environment:
I am using a Samsung Galaxy SIII, CM10 rom, using cm-10-20121118-NIGHTLY
My wife is using a Samsung Galaxy SIII, stock rom, rooted, but without the latest patch.
Solution for my phone:
It seems there was no obvious way to natively edit the MMS setting with CM10. Various sources indicated I needed to edit a file. To make things easier, I installed DropBear SSH server.

James, did you buy your SGS3 straight from ting? Or was it originally a sprint one you had and then switched over?
Curious because I'm trying to look for sprint SGS3 users who have successfully switched to ting.
Easy method for CM10
An even easier method for CM10 is to modify the apns-conf.xml before flashing.
What I did is as follows:
Download the apns-conf.zip attached to this post. (do not flash it read below!)
Extract the apns-conf.xml from that zip and save for step below.
Download CM10 file to be flashed.
Open in winrar or another program that allows you to edit a zip.
Browse to /system/etc/ and drop in the apns-conf.xml to replace the regular version.
Flash as usual and MMS and LTE will be set already.
If you flash often there is another option. I have a custom flashable zip I created with custom ringtones and some other stuff I like so I added the file into that zip. I simply flash that after flashing the Rom and the file is overwritten.

james, your solution is a little tech-heavy, but it's exactly what i was looking for. i edited the xml file on my rooted and flashed (currently liquidsmooth) samsung galaxy s3, rebooted, and voila, functional mms. i tried at first just using a terminal... but wow what a pain haha. ssh + putty is definitely the way to go. thanks a ton.

This is the same solution that Voyager Mobile (another Sprint MVNO) has you do.
I brought my own EVO 3D to Voyager Mobile. After searching for a couple hours over a couple of days, I figured out what "else" i had to do besides the above instructions. I had to delete the MMS "proxy" address and "port".
So, in EPST (##3282#),
go to "Advanced"
at the very bottom, choose "MMSC Setting"
pre 1): take a screenshot of what you see in case you need to put it back. For my ROM, hold down power button till a menu pops up, choose "screenshot".
1) MMSC: (if not already done, change to "http://mms.plspictures.com" like above.
2) MMS proxy: (not set) (I had to delete the address that was here)
3) MMS port: (not set) (had to delete)
After I deleted the "proxy" server address and "port", the settings took effect immediately (didn't have to save. I'd prob go back into EPST just to check) and I was able to receive MMS.

I am just now joining this specific thread cause my wife has just moved over to Ting with her SGS3 and I am working through the foibles of the transition...
Did the APN swap and that seemed to resolve the LTE coverage but still hung on MMS... might try a few more things to determine whats happening
I have moved 6 phones to Ting, 3 of them S3 and haven't had any problems with any of them. I use Google Voice for texting so for pictures I use the messaging app

I have a GSIII sprint on the TING network. MMS will not work, I've tried every solution I have found, installing the APN's fresh with a new rom then wiping it, I tried this advanced method setup an SSH server and altered the APN (which was fine, it had all the right info in it or at least was the exact one I had downloaded and flashed).
Any other solutions for this phone? I almost am ready to go back to stock but i'd love to avoid that since stock blows on this phone. I'd rather not have to get a new phone...

Installation:
1- backup your data from yor sdcard to somewhere on your Computer (just to save pictures and music from accidents)
2- Format your sdcard fat32
3- download http://www.cobaltcode.com/fileupload/data/Android/AllInOne/Android-Donut-htclinux-15-11-09.7z (right click and save as) and unzip it in the root of your sdcard
4- copy /startup/blackstone.txt to the root of your sdcard and rename it startup.txt
5- Edit the startup.txt as u prefere (only if You know what You are doing, otherwise just leave it like You found it)
6- A new zimage avaiable here http://glemsom.anapnea.net/android/htc-msm-android/ (the one from Fri Nov 20 23:54:15 2009 +0100 ) unzip and put everything in the root of your sdcard rename the new zImage.20091120_235415 to zImage and u can delete the old modules-2.6.27-00593-g3890096.tar.gz
7- download http://www.cobaltcode.com/fileupload/data/Android/BuildUpdates/rootfs.img-15-11-09.7z unzip it and replace the old rootfs.img
This will fix the recharging problems
8- Go to Windows power settings and uncheck the "Auto adjust backlight" option.
9- Disable PIN on your Windows Mobile
10- run a file explorer and find in the root of your sdcard the file named Haret.exe and launch it
11- Test Android on your HD Blackstone and let us know every little thing to fix

Is not really a fix but is a cheat
Download a terminal from the market or search for "Better Terminal" on google and copy the *.apk file u get into your sdcard in the directory /AndroidApps/ (if there's not that dir just create it) After booting u should find the application in your menu
type:
su
bash
echo 42 > /sys/power/wake_lock (remember to use the "spaces" between 42 and > and /sys...)
To revert the process just soft reset
this makes only the screen to sleep and not the system, makeing the screen faster to wake up, but it will affect your battery life.
It's your choice guys.

Why "Waiting for SD card" ?
Is my first time to Android linux.
mitikos i've built a .zip with tuxfiles and phh kernel/donut with startup.txt already fixed for blackstone, uploading right now so we have a complete package with everything we need.
If anyone can download it and make a mirror that'll be great, oh and maybe give it a try so we're sure it works, on my phone is working great.
Partial test: this relese is more stable, smoother, and more responsive than Tux' 0.2........
Now, finally, I can resume the LCD on by simply holding the power button......
Bluetooth is active now, but I not tested it yet
APN is now configurable without modifing the startup file, but at the moment I'm not able to start a data session...... maybe my operator WIND?
Screen rotation is fully active but not for the home.
Wifi not yet tested, but I know is still in development.
auss81 for me wind italy connection is working, just create a new apn in the wireless config and put internet.wind as apn, but i've configured it also in the startup.txt, have to try w/o it.

I'm also having problems with turning the screen on again after changed the end button behaviour to make the device sleep. Only a soft reset makes it usable.
Otherwise this is a huge step forward in terms of functionality. Good work to all those involved

Yes i know the turning on screen sometimes is laggy, but is just couse the phone goes in deep sleep, so u hqave to press the bottons many times to weak it up. We will fix it in the newer versions for sure. You dont need to soft reset, just be patient, press the bottons and he's coming back for sure.

[APP][ROOT] Google Talk 1.3 with Video calling, Now wifi optional!
Initially installed talk1.3.nowifi.update-signed.zip via root explorer as per I2asta's post but the other party could not see my video in their chat. So, installed the suggested "GoogleServicesFramework.apk" to /system/app location (root explorer), rebooted and video is now working both ways!!
Update - A little guide as suggested by nasgilani!
Notes
- Root Explorer is a paid app, tried & tested! There are free alternatives out there but use at your own peril...
- I'll be using the updated gapps and the files therein for this guide. If you want to use an alternative version e.g. nowifi, download that one and use in the instructions instead.
- After performing this mod you will probably have to setup your Google Account again... and possibly reboot a second time to resolve any quirks.
Steps
1. Download the Full Google Apps from 20110503 which includes the updated GTalk
2. Extract the following files from the zip and place them somewhere easily accessible on your phone's SDcard:
/system/app/Talk.apk
/system/app/GoogleServicesFramework.apk
/system/lib/libtalk_jni.so
3. Open up Root Explorer and goto your extracted files
4. Long Click on Talk.apk and rename to Talk2.apk
5. Long Click on Talk2.apk and copy it, then navigate to /system/app
6. Press Mount R/W at the top right so it looks like:

10. Alter the permissions to the same as Fig. 3 above and OK it
11. Now navigate back to your extracted files and rename GoogleServicesFramework.apk to something like GoogleServicesFramework2.apk and then Copy it.
12. Navigate to system/app and then Paste it here
13. Rename the original GoogleServicesFramework.apk to GoogleServicesFramework.apk1
14. Now you can Rename the new GoogleServicesFramework2.apk to GoogleServicesFramework.apk
Fig. 4 - Now you should have 2 GoogleServicesFramework files
15. Long Click on the new GoogleServicesFramework.apk and alter the permissions to the same as shown in Fig. 3 above and then OK it
16. Navigate back to your extracted files again and Copy libtalk_jni.so
17. Then navigate to /system/lib and press Mount R/W
18. Paste libtalk_jni.so here
19. Again, set the Permissions of libtalk_jni.so as shown in Fig. 3
20. Reboot your phone...
21. Open up Talk, click on your own avatar and make sure Allow video and voice chats is enabled
22. Test out chat to make sure audio/video is working both ways...
23. Done!

yep, I renamed it in the above instructions to Talk.apk1 and left it there just in case you wanted to revert back to the original Talk.
Just a note, lost my Google sync after installing the GoogleServicesFramework.apk, and had to re-add my account in Settings to get my contacts back etc...
No issue obviously just wanted to prevent any "OMGWTFBBQ!! where have all my contacts gone?!?!?!?!" posts... lol

yep, I've only tested with PC clients and if you installed the nowifi version then it works with 3G. The quick tests I've done over 3G shows it works rather well with only a slight lag, acceptable imo.

Sorry mate, i missed that part as i had already installed it and the only change i made was installing GoogleServicesFramework.apk as i found earlier today my mate could hear but not see me...
So that was my bad buddy, i'm sure anyone coming to this thread and reading properly will see what i missed, i just scanned it quick as i had already done most of the work...
One thing i've experienced, when switching to the Rear Camera, it cashes and I only get audio until I select Force Close... i tried this several times but on the 4th it fully crashed my phone, which took maybe 2mins to decide to reboot itself... no damage done tho...

If any ROM authors want to use this fix in their ROMs, I'm completely cool with that. A quick kudos in your credits section would be nice, though.
Background: One of the things that really peeves me off about Sprint is that they want us to think we always have 3G service. I know that I don't have 3G in all of the areas I travel, and I also don't when I am roaming.
Thankfully, the fix is quite simple! It was a bit more difficult than the fix for HTC Sense ROMs as the smali edit was not quite as simple.
This was my primary reason for rooting my phone, that's how aggravating it is for me.

The fix:
This fix requires editing your SystemUI.apk file. If you are using one of the fine custom ROMs on XDA, be aware that the you or the author may have already made changes to the SystemUI.apk file, so using my file IS NOT RECOMMENDED.
If you are using Calk's E4GT 2 v1.6 ROM, you can safely use my attached SystemUI.apk file. It may work with other "stock-ish" ROMs, but this is the one I based it on. The attachment will NOT work on stock FF18.
This mod relies on the assumption that your ROM developer has not deleted any of the 1x graphic files in the ROM. The developer CAN theme or otherwise change the images as long as the file names remain the same.
What you need to perform this mod:
1. An Epic 4G Touch ROM ZIP file, or a phone running a Epic 4G Touch ROM -- AOSP ROMs already have the correct indicators.
2. The Java SDK -- So you can run Smali.
3. Smali/Baksmali -- So you can decompile/compile the classes.dex file.
4. Android SDK -- To push/pull files from your phone (adb only).
5. Some sort of archive tool (such as WinRAR, 7zip, etc).
5. A text editor capable of editing UNIX-formatted files. I recommend Notepad++, personally.
Ease Of Use Tips: Install Java SDK first, then Android SDK (if you need adb). Download the smali files (smali-1.3.2.jar and baksmali-1.3.2.jar at the time of this writing) to a new "working" folder where we can do our magic.
KEEP A COPY OF YOUR PRE-EDITED SYSTEMUI.APK FILE, just in case!
Instructions:
1a. [If you are using a ROM ZIP File]: Use 7zip/WinRAR/WinZip to open the ROM ZIP file. Navigate to system\app and extract SystemUI.apk to your "working" folder.
1b. [If you want to grab SystemUI.apk from your running phone]: Use adb to pull SystemUI.apk to your working folder. Example: adb pull /system/app/SystemUI.apk C:\Working\SystemUI.apk
To avoid problems, ONLY USE adb to pull/push SystemUI.apk. Phone apps may cause unknown issues.
2. Go to a command prompt in your "working" folder and run the following command: java -jar baksmali-1.3.2.jar -o SystemUI/ SystemUI.apk
3. Browse to your "working" folder and see that there is now an SystemUI folder inside, with other subfolders. Browse to SystemUI\com\android\systemui\statusbar\policy.
4. Edit the file called NetworkController.smali with your favorite UNIX-format compatible text editor and look for the following text. The key is to search for .line 751. Edit the line below that is in BOLD.

6. Save NetworkController.smali
7. Go back to your command prompt, change to your "working" folder and issue the following command: java -jar smali-1.3.2.jar SystemUI/ -o newclasses.dex
8. If there weren't any errors, go ahead and rename the original classes.dex to classes.old and rename newclasses.dex to classes.dex.
9. Open SystemUI.apk in your favorite archiver (if you closed it earlier).
10. Drag the file called classes.dex from your "working" folder into SystemUI.apk and replace the one already in there.
11. Run the following commands to get the file on your phone:

You should hear your bootup sound and then the changes should be instantly applied.
To Test:
1. Dial ##DATA# (##3282#) on your phone.
2. Enter your MSL (can be found by typing getprop ril.MSL from Terminal Emulator or adb shell).
3. Scroll to Others at the bottom of the list.
4. Click on HDR/1X Selection
5. Change from Hybrid Mode to CDMA Only Mode. This puts your phone in 1X only mode.
6. Press OK.
7. Verify 1X icon comes within 30 seconds, if you have service.
8. Repeat steps 4-7, substituting Hybrid Mode for CDMA Only Mode to switch back.
How I found this: The files in ICS are different than Gingerbread. Looking for 1x led me to NetworkController.smali. There is a lookup called mShowAtLeastThreeGees (which I thought was hilarious). There are 6 locations that reference this boolean value. The correct one is the a couple of lines before a reference to DATA_1X. I wish I noticed that earlier as I was commenting out each one at a time until I found the last one, which coincidentally was right before DATA_1X. That's what happens when you've got too many things going on at once.
Please let me know whether or not this worked for you. I'd like to make a list of ROMs (with applicable mods) this works for or doesn't work for.
I will do whatever I can to help if you are struggling. If there's something you don't understand, please let me know. I can update the instructions if I accidentally wrote something wrong.

I tried dropping it into system/app, which caused the device to lock up and FC systemui. I did a battery pull, and now I'm left with no UI icons, etc.
I think it's due to no space left in my /system/ folder. I deleted the failed install of S-voice, which cleared up 20MB, and now it works!

You can use a odex rom and with root explorer delete both SystemUI files and replace it with the SyetemUI.apk posted in this thread, it will work I have tried it.
now I'm assuming that you can do the same thing if you know how to take out the systemUI from your odex rom and deodex it and then do the mod.
OP updated for FF18, small change (.line 752 to .line 751). Note that the attachment is still for Calk's E4GT 2 v1.6 ROM and won't work right with FF18.

7) Wipe Cache Partition
8) Wipe Dalvik Cache
9) Locate where you placed the ROM.
10) Remember if you made a Nandroid backup. If not go do so now....last chance.
11) Flash the ROM
12) It will take a few minutes so be patient!!!!
13) I have packaged this ROM with the stock ATT Kernel so no more secondary Kernel flashing unless you decide to use a custom Kernel
14) I re-wiped cache partition, Dalvik cache & fixed permissions at this point.

I committed a mortal sin. I drunk flashed this. I didnt install the a kernel afterwards. I also flashed the power menu reboot to recovery and itbworks great. I also used twrp as someone else said. I was just so excited to flash something and I needed teathering
Does everything work with this rom? I know when it came to flashing the tmobile version of GS2 onto the ATT skyrocket certain things were screwy such as screen orientation and home button not working, just want to know if I should expect the same problems here or does using the pegasus kernel help to not have these problems?

Ive tested everything with the ROM and its 100% operational on my end. Im currently working on tweaking the set-up where all you have to flash is the ROM and the Kernel & mobile info will all automatically be inserted so you cannot tell the difference between this and an ATT ROM. Now to find somewhere to upload the new ROM pack......

Im using the newest CWM that was posted and I havent had a problem yet. Ive gone into it about 20 times in the last hour testing this ROM out. I just turn off the phone completely and restart it pressing the button combo. Once the ROM is where Id like it im going to test the power menu but Ive seen from another user that it works!
Edit: New ATT friendly version uploading, still need to set APN but thats a WIP. Thanks to cmenard for helping me out with this!

The ROM's name is simply "z999", in reference in reference to my primary ROM for the at&t Galaxy S III i747z
There is no deep meaning to the name, here, I just wanted to keep the letter "Z" in there for the sake of consistency. Plus, I wanted something simple and stock-like on /Settings/About device for the phone for those who might have company IT Departments viewing their devices.
The current Jelly Bean 4.1.2 from Samsung is pretty solid. But, as we all know, for whatever reasons, Tmo will take a good ROM and add restrictions and "features" that make it barely usuable.
Our Canadian GSIII brothers, on the otherhand, have been mercifully spared from the full carrier hack-job given to us by At&t and Tmo. Using the Canadian version of the ROMs build characteristics, I have attempted to give us in the US what Tmo should have.
This ROM is odexed (re-odexed), as it would come from Samsung. In theory, this should give you better speed and battery performance. I have found it be lightning fast, smooth as silk, with best I've tested battery usage. Let me know what you think.
This ROM started off as a port to our still sadly-lacking 4.1.2 at&t i747 devices. After noticing 95% of it would work just as well for Tmo T999's, I thought I would share.
***I do NOT have a T-Mobile T999 GS3 to test the ROM on, so if the modem doesn't flash with the ROM, just reboot to recovery and flash the file I will link to.
If there are any other issues, please let me know and I will gladly try to work them out.

With my theme, the blue or green in the battery image will gain or lose one row of pixels for every 3-4% lost or gained. Even without battery percentages shown, in a day or 2 you will be able to guesstimate how much battery you have left within 5%, in my experience.) Thanks to Wanam and Lidroid

The boot sound is of a woman humming in a lovely sing-sing-voice, actually. Not that horrific or "lol" worthy, if you ask me. At any rate, you can delete the PowerOn.ogg and PowerOff.ogg in system/media/audio/ui if you don't like it

OK, help me out a bit here. I've seen odexed & deodexed a thousand times, but gave no thought to it.
That said, does odexed mean I cannot add the files and/or applications that I want to without going through a procedure?
Is there a way to disable blocking of some hosts after flashing the ad block?

Yes, but it is pretty tedious work. Open /system/etc/hosts with a text editor and remove the hosts you want to allow. Save, put it back in the same place and set permissions

EDIT: The procedure described below didn't work for me after all, but the app "Hosts Editor" by nilhcem does work. It's easy to use and it has a search function.
For anyone who is clueless like me, I was able to do this pretty easily by
locate hosts file in root explorer
upload to dropbox
open with wordpad on my pc
ctrl+f find and delete hosts you don't want blocked
save and exit
copy and paste hosts file from dropbox to root explorer

I've never used wifi calling, so I just froze it with titanium backup. I'll try to mess around with it later today to see if i can get it to work.

Just tested out wifi calling. Works great! I might actually use this from time to time now. Battery life seems great on this. Thanks again for sharing this ROM.

I'd say do a search for a lot of detail on this but you can still use mods, as long as they don't contain .jar files in system/framework. If the mod is a /system/app, then you have to delete the corresponding .odex file to the mod.
Not a necessary step, but you can, then, use odexme (search for it) from Paul O'Brien to re-odex the /system/app files. You'll have to flash an insecure kernel, like ktooonz's kernel before getting this to work, though. There are better ways to re-odex, which, again, can be found with an xda search.
