I know that the Canadian firmware for t999 is Russian. How it can be implemented in the U.S. phone?

I'm trying to help a friend that just bought the korean version s4 mini ( shv-e370k ).
The current stock rom does not contain "Hebrew" UI language.
Is there anyway I can flash a different rom on that device? if so which one and how?
I've searched xda and google and couldn't find a decent answer.
