Does this ever happen to anyone else?
I can go to play store and make sure everything is up to date, but whenever I reboot there's always 1 or 2 apps that update.
Use to happen on my Epic as well. Not really a problem, just curious as to what causes this.

Did you try wiping cache and dalvik?

Done you use root uninstall? Or a backup program? Something is making those apps get checked for install and/or update... I had a couple apps erroneously setup to be reinstalled via root uninstall... Took me a while to discover it, but that is what did it for me.

Happens on stock, and custom roms. Doesn't matter if I wipe caches or not.
I don't use any backup programs.
Happens on 9 out of 10 reboots.

I started getting this error today on every market download attempt (paid or free)... Running sleeper ROM, but I've been there for a while without seeing this... If I clear app data from Play, will it not know what apps I have? May give that a try...

Was doing it to me yesterday I rebooted and it still kept doing it so I just let it sit there for about 30 mins and it went away. just let it run its course

So a quick web search shows that this is not a phone or ROM-specific issue. interesting... I've seen at least one post stating that clearing the app data for Googleservicesframework might fix it..

i am getting the same error....i tried wiping cache thru titanium backup....it worked for the first three downloads (from market). then it started doing it again. i noticed it after i manually updated my prl from 60685 to 60686. it wasnt doing it before.......running AOKP epic mtd build 29......EL30........NYAN COLONED
Its the market. Give it some time to clear up.

The way i fixed mine was by doing a clean install, and not allowing CM9 to restore. The ran TB to install missing apps with data. Haven't had the problem since

This usually happens when u update to a new CM9 version and do not flash the new gapps update.

Same problem
It's gotten really bad on my Galaxy Tab P7500. To get around it, I go to settings>applications and uninstall updates to Google play. Then I can go in and download one app before I get the error again. Real pain in the butt.

Thanks to synisterwolf here on xda... by going to menu/settings/applications and make sure you are under the "all" tab, go to Google framework services and Google play and clear out the data. Stop if necessary then reboot
Is anybody getting this on FI03? It slows down my phone and won't go away till I reboot! Also I did do some searches and read a few topics about it on different devices. Seem to be common on ics roms. Some people suggest using supersu instead. Any feed back on supersu and if it has the same issue? Just trying to find out before making the switch.

Update the binaries on super user and disable it and download supersu and you'll be fine

I already updated the binaries just was waiting on some feedback before installing supersu. Going to go ahead and do it now. Hopefully it does the trick. I've already hard reset my phone twice and same problem.
Update: Just want to say getting rid of superuser and installing supersu fixed the problem. I guess after many years of running superuser it's time for me to retire it. I actually like the look of supersu better. Anyways just in case someone else has the issue in the future that's the fix.

I'm on a stock, non rooted, galaxy S3 on jelly bean 4.1.2. Notifications for every other app works except the official twitter app. They just stopped working on their own a few days ago. I've checked the settings, reinstalled the app, restarted my phone, and everything except a hard reset. Anyone know how to fix this?

I'm having the same exact problem. I emailed twitter but they really didn't tell me anything important.

I might suggest trying another Twitter app. Pretty sure the one by Twitter is garbage compared to what is available.

Yes I tried it. Didn't help, I also cleared the cache to no avail.
Also I tried a new app today, Plume. It wasn't getting any notifications either. This is getting extremely annoying...
Only other things I can think of is to try a factory reset. Backup all you can first though, including your internal sd. Sorry I dont have anything better at this point.
You could try to flash the latest firmware in Odin, but I have a feeling that wont do any good...
Is there a way to clear only dalvik cache without being rooted? If so, thats another thing you can try.

I had the same problem but was fixed with the new twitter app update
I found the fix. At least for me. On a PC go to twitter > settings > apps and revoke access to all the apps. Worked perfectly for me after restarting my phone and everything.

Every app or just the twitter for android one? Because I revoked just the one for android and it didn't help.
I bought falcon pro and it works flawlessly
I'm stock rooted with a couple mods and I never really noticed until now but anytime I get a voicemail it just says new message delivery pending or something along those lines. I check it and all I have is an activation message but I can't click it or activate it? I've been rooted for a while now and I'm not even sure how long thisbhas been happening. Can anyone help? Please and thank you

Have you updated it? Try that first then go back into the app. Also have you frozen anything or deleted anything that would keep that app from working. You can always remove it redownload it and install it again see if that helps. You did say you are on stock rooted ROM with Sprint?

Yes I'm stock rooted on sprint and yes I've tried to update it and it says it's up to date and no I didn't delete or freeze anything... and isn't it a system app that can't be deleted? I know there's ways to delete system apps but I'm not sure how

But much easier create a nandroid backup of you whole system. And you can reflash Freezas stock rooted md4 rom. Set it up and test it, I'm sure it will work. Then you can restore what you have to avoid restoring anything you don't have to.

What I've tried before asking for help
1. Tried re-downloading said apps (multiple apps)
2.uninstall-reinstall
3.clear playstore information
4.opera normal is the only one of a couple that are giving this error that I care about. Tried using other versions of opera that have never been installed before on this device or downloaded from my playstore account, they work perfectly fine. Its just the one version that just happens to be (what's in my opinion) the best.
Havent tried a factory reset, this happened after I synced/updated with kies and added a whole bunch of music on my standard 16gb sd card....had to move it from my phone storage because it caused problems
My question is obviously how do I fix this?
As a part 2 to that question how do I figure out where my phone is default installing apps? It should be the phone storage not the sd card right?
EDIT/UPDATE: FIREFOX GIVES SAME ERRORS

Or you could roll back to a previous version of the PlayStore by uninstalling the current one.
That worked in a number of cases.
I had the same problem and I had to do the following:
1. Cleared the cache and data from: Google play store, Google Play services, and Google Services Framework
2. If under the Google play store there is a button to uninstall updates do that as well.
3. Reboot into recovery and clear cache and the davik cache
I then rebooted and I was fine. Have not seen the problem since
