If you are rooted, you set permissions via root explorer. Open root explorer, go to that apk folder and press the button in the top right corner of the screen. It will probably say r/o. After you press it, it should change to r/w.
I'm rooted, but no root explorer. Any other way?

Try getting root explorer from the market. Then you can get to it. Once you got that its in system/build.prop and make sure you mount r/w

How do I make my stock rom CIQ free? There are many, if not most custom roms that are CIQ free. I am currently on stock UVLH1.
Sent from my SGH-T989 using Tapatalk 2
All you have to do is root your phone and with a file explorer (with root permissiona) delete the CIQ.

Thanks for the tip. Where, which folder would that file be in? My phone is already rooted, and was just making sure I get the right info. before I delete anything.

Its actually system/apps
I'm trying to push a apk with root explorer. Once I get to install it says app not installed. I changed R/W to R/O like I'm suppose to. And when I install the apk I go to system/app and I copy and paste. Any suggestions would be helpful thanks.

Root explorer works better. Your doing something incorrect. Are you rebooting once pushed and installed?

Use root explorer, works better. When you have pushed the apk to the correct location press and hold on the apk until a list comes up, click permission, then change it. It should look like this

It says unable to install or something else? Are you just clicking on the apk to install it or are you actually moving the apk to system/app then setting permissions?

I moved it to system/app and pressed it (not long pressed it) to install. Gives you 3 options, cancel, view and install.
