My friend came from the u.s and he has an at&t Galaxy S3 and he wants to use it with mobility city in Canada would he be able to?
What would I need to flash?

As far as I'm aware, it's not possible - Mobilicity uses different wireless frequencies than AT&T.
Your friend would be able to use the phone with one of the major carriers (Telus, Rogers, Bell) if the phone is unlocked.
I believe the model you'd be able to use with Mobilicity is the T999 (T-Mobile's?).

Normally you would just need to have your phone unlocked so that other carrier's SIM cards will work. BUT your phone isn't fully compatible. If you get any service it would likely be via Roaming agreements they have.
Most Canadian carriers are running HSPA+ service on 850/1900. Your phones radio supports 850/1900/2100 tri-band.
Wind, Mobilicity, and Videotron to my knowledge use the same odd 'AWS' setup that T-Mobile uses: 1700/2100. Those devices (T999[V]) drop LTE support, they have quadband HSPA+/UMTS radios.
So in a nut shell: an unlocked Bell Galaxy S3 may work on Roger's, Telus, or Virgin Mobile (Canada) but not on Wind, Mobilicity, or Videotron. But an unlocked Wind, Mobilicity, Videotron, or T-Mobile Galaxy S3 will likely work on all of those -- but not get LTE.
If you flash e.g. a Wind modem, you may end up with a brick, or it may work. I don't think it'll work but search the forum first if you dare.

I went to the websites and seems the GSM frequencies are the same but was not clear on the LTE chip. Each service provider uses a different AWS and it is not clear if both are active on each phone or if there is a separate phone for each.
Anyone know?
I ask because I can get a deal on a used Telus one but I am on Rogers
as far as i know, the telus, bell, and rogers versions have the exact same model number, thus, same hardware:

Yes I can confirm it will work fine.
Remember that you will have to UNLOCK it first either free manually (somewhere in XDA there is info), or paying Telus or paying a 3rd party. Then make sure to get the Rogers LTE Sim and also APN info specific to LTE etc.
I did see that telus was selling refurbished ones for pretty cheap.

You can just unlock it and flash the factory Bell or Rogers software onto it (so you can have the appropriate bloatware lol)
What is the major differences between Bell, Rogers and AT&T? Other than the M at the end of i747M vs AT&T i747? Looking at specs on all but Bell gets same as AT&T + has AWS( T-Mobile )?
Also would you treat all as AT&T or International for Bell & Rogers?
And if so cam you turn the Bell & Rogers into an AT&T? Or is it already just with Bell and Rogers programming in it?

Thinking about buying the T-Mobile Note 2 which I plan to use on my T-Mobile prepaid line. But also use with my 2 accounts in Canada on Bell Mobility and Wind Mobile, if I get the T-Mobile Note 2 and unlock it, will I have any issues using it on either on these two Canadian carriers? Is anyone else doing this?
I don't care for LTE, HSPA or HSPA+ is good enough for me.
Hey, if the phone is unlocked you should be able to use it with both Wind and Bell straight out of the box with no modifications and get HSPA+ connectivity.

No, Verizon is CDMA while AT&T is GSM. Not compatible.
