As i said before. I have no skill to make it work . But you can feel free to try some roms that i've ported . Just a nandroid backup your currently version and start to try my rom

quick feedback before to go sleep
internal & external sd not mounted.
once booted it tells me that I can safely remove sdcard
EDIT:
internal mounted. but system (file manager/gallery etc) doesn't see it. can access to it from adb
and,
# busybox mount -a
mount: mounting (null) on /sd-ext failed: No such file or directory

Cyanogenmod 9 RC2 features various bug fixes and updated translations. This moves Cyanogenmod 9 one step further to a final release. This build requires at least 215 mb in the /system partition. 5 mb cache will work. Framework files and system apps are entirely from the desire build. Rom should feel smooth. Rest of it is based on NexusHD2.

INSTALLATION GUIDE
Wipe data, cache and dalvik cache from advanced settings in recovery. Then, flash 'cm-9.0.0-RC2-1.1-leo-securecrt_hwa' and fix permissions.
NOTE: It will not work if you don't wipe data. It'll bootloop, most probably. If you have problems with superuser, download supersu from Google Play.

Well, this rom is 'buttery' smooth so you are right to some extent.
I see you're a recognized dev so would it be possible for you to look into the network issue?
it doesn't hurt to try, also you should edit the build.prop , at least the hd2/hw specific lines.

The build.prop is entirely from nexus hd2 right now and it says cm9 rc1. I will edit it when I have mobile networking working. Also, I'm glad you're testing it. Could you PM me if you find a possible solution?

Known and solved issues:-
In Bluetooth Audio to Bluetooth deck is not working (semi-major) confirmed to be fixed in next update
Minors issues(hidden due to leaving no space to write more) :-
1.speakers doesn't do any sounds after a soft reboot(minor,manual solution=do a full reboot)
2.after applying a theme,the default theme or your old applied theme has left some themed leftovers (minor,manual solution=do a full reboot)
3.after you end a call with someone(or the opposite) the error " inviald number" pops up (minor,No solution rather than wait for CM team for a fix) confirmed to be fixed in next update
4.in the blacklight option, all sections are 1 back, example if your choose 2 secs it will be 3secs (minor,no solution rather than wait for Cm team for fix)

For sure, use latest Xposed v79 here but i don't recommand GravityBox, i have a lot of bug /issues because of GravityBox
Personnaly i use Xposed for some Xposed tweaks and Lucky Patcher.
i am trying with twrp 28.7.0 and 2.8.7.2 f2fs but dont boot at all any idea?

Try reflashing the ROM(perhaps you wiped the system by mistake)
But what variant of s4 you have?

Didnt supposed to do clean install? aka wipe cache,dalvik cache,internal storage,data,system?

No,you supposed to do a clean Install but you can leave the internal storage alone
Just wipe cache,dalvik,data and system then flash the ROM
