Depends on what you want really. Do you want a Samsung/Touchwiz based ROM;
- video/audio codecs
- full S-pen integration
- S-memo/S-calendar/Allshare/Samsung Dive
- lots of bloatware
- etc. etc.
ROM's: cleanote/criskelo's/kingdroid
Or do you want a AOSP/AOPK/CM9 based ROM;
- clean android
- lighter/faster
- faster updates
- much more customizable
ROM's: those three basically, although I am running a stripped down version of CM9, Asylum, which is awesome.
All of the ROM's can be overclocked, just have to use the according kernel.

I have most of the roms for my note.
I settle down with AniDroid-N7000 - by novic_dev
Very smooth and pure awesome.... ( there are few issues the developer will be fixing)
The rom performace overshadows minor glitches....
Note: before you plan to update any rom, take time to read all the instructions..known issues etc.
Always use the safe kernel before flashing.

It depends what day it is. Seriously, I swap ROMs so often even I don't know for sure.
Enhanced 2.3.6 has been the best for stability etc but CM7 offers the next best stability with greater features - e.g. music controls on the lockscreen.
weekend : cm9
school days : enhaced 236
friday : sometimes cm7

This rom doesn't have one by default, I guess the person who made it wanted you to use your own
Edit: This rom is more supposed to be a base for customization I feel

It's already tweaked but maybe you can; I dont see why not
i flash this rom to my gf's wonder,,just install rootex,dual file manager xt, gmail, friendcaster, whatsapp, viber, line, wechat, rf2012, ewarriors2,angrybirds, beach buggy blitz,instagram,path,yahoo(mail&ym)..all the social network always on, whatsapp couple of time, gaming about 1hour played 2x, camera couple of time and reboot 2x, it is smooth and last longer the usually(usually 6-8 hours with smoothiev2 19hours without recalibrate batt)..one more thing no mod and no widget.

been using this ROM a week and lovin it
I am on on Omega v10 Rom with KERNEL Note2Core OC version and is the best for my.
8160 score in quadrant with this kenel:good:and setcpu is on performance.
But i dont have tried any other costom roms.
Personally I always use Wanamlite roms by Wanam. I used them in s3 also. I retain the stock feel.
They have all the tweaks I need and full support by a great dev.

I'm on Omega v10 with Perseus kernel. I chose Omega because of I find it reliable and there's a lot more people using it so bugs, if any, are reported quicker and development always seems to be going along. And I use the Perseus kernel because it gives excellent battery life and has a fix for the SDS.

I use the Perseus kernel before but i am a fun of benchmarks and with Perseus on 1.8Gh i got only 7200 in quadrant now with Note2Core i got over 8000 and i have undervoltage so the battery is ok for now.
For those who want transparent Rom just instal Phoenix Rom it has 0-25-50-75-100 transparent mod + many other tweaks.

Using omega v10 with red pill kernel , excellent battery and performance. Also used paranoid android darkness unofficial port but it had a lot of force closes , also used crisko rom which was good but slower development. Using this along with camera from 4.2 as well as keyboard and jelly bean rom theme. Don't want to loose s pen functionality and tw features

I rooted and installed Omega 9.1 and the perseus kernel at the time, and I've since upgraded to Omega 10.
Reasons, Omega Is a feature packed heavily tweaked under the bonnet "stock type" rom. So you get all the functionality and more. Its also based on the most up to date android and it has a kitchen app on the play store and im a sucker for a kitchen app! Theres also lots of compatible mods for it too such as themes and bootanimations etc etc. Support over in the main thread seems ok and the dev "indie" seems to know what hes doing.
I like the Perseus kernel because it gives longer battery life than stock and it comes with stweaks app which is a kernel specific app. I only like to use it for the audio tweaks as it directly manipulates the wolfson dac we are lucky to have in our Note 2's and you can get some fantastic sound if you know what your doing.
The Omega Rom has also been featured on Youtube quite a lot recently

Kenel Note2Core V2.21,V3 is very laggy.
Quadrant 7280 on OC 1.8 less then Omega 7860 but is nice rom
Wanamlite, and stock kernel and tweaked with Pimp My Rom. Awesome battery life!
Omega v14 with stock kernel. I was actually satisfied with the stock rom, except with some minor annoyances which are fixed in Omega (long delay after the call ends, the ugly implementation of the increasing ringtone, no call ecording, toggle buttons scroll, etc.), plus it comes with tons of customizable settings. I will probably try perseus kernel as well.

For battery combined with no bugs, stability and speed I recommend thors rom, google tegraowners.net it's not on XDA. Carbonrom on here is a great rom too, I'd also combine it with thor's kernel.
Then last but not least, SlimBean rom! It's my current daily and battery with included kernel is very decent and it's the current AOSP 4.3 rom with the least bugs imo. If you really can't live with any bugs go for the 4.2.2 version.
Only bugs I have in SlimBean beta2 4.3 is graphic glitches in stock browser and gmail.. But it's absolutely doable, besides that it's ultrafast and the customisation options are sweet

Probam is excellent..it has various features and is updated frequently (recently 4.3 was release)..I personally used it for 3 weeks and found it working smooth and lag free
Then comes resurrection and illusion rom..I haven't tried them but they were the 'rom of the week' in note2root site by zedomax

For stabile, smooth and fast rom, GB stock is faster then JB Stock rom.
GB rom for me is the best for battery time, 15% more battery on GB rom.
If you want fast and smooth rom with faster UI try CM10 or CM10.1 ~ Slim Rom, but all open source roms have some minor bugs. ( I hope in near fortune we get bug free rom).
Try MH1 + Minimal Zero, have fast UI and good battery time, but in games maybe little lag and freezing.

No lag on Slim for me, with test build 5 rom is very fast and stable, but have wifi problem.
try jellybam + s-kernel or CM 10.1 by Rox + S-kernel. Very fast and smooth in UI & Launcher. Gaming too

Use official xxmg2 with judas77 s rom and dkernel i have no freezes and its fast smooth and battery time.is excellent

Ya, it should come as no surprise that CM10.1 gets my vote. So incredibly fast it almost feels like I'm running a high-end device. The bugs are so minor they're almost non-existant. I do miss using Kies as Mass Storage doesn't play well with OSX for some reason but otherwise it's well worth it for me and I can use Dropbox to transfer files to my device.
Last night I flashed back to stock, didn't battery pull and full reset etc and the lag is still there for me. In fact, after using CM10.1 (and 10 before that) stock feels even slower. Cyanogenmod need to add pinch for homescreen previews but otherwise there's just no competition for me. Reflashing CM10.1 in a sec and never going back to stock again unless something goes seriously wrong.
