Check the market version. If its v3.7.13 then that is your issue. For some odd reason this version wont let u update or install apps over 4G. You have to uninstall the google play update.

I wasn't able to find the Samsung Account app I was looking and ended up uninstalling the app. However, every hour or so, my phone starts downloading this file again. I'll stop and cancel the download, but after a period of time, my phone tries to download the file again.
Is this happening to anybody else?

im on CM7 and its not there, its not in google play at all
I went to the android market... errr.... google play market and typed in xda and click on the xda premium and pushed it to my phone which is running CM9 Beta 1. When i installed cm9 beta 1 i formatted everything that clockworks would allow such as system boot data cache delvik and repartitioned sd card and then used cwm to usb mode the sd card and copied my beta 1 and gapps and non sprint fix for data over and it all works....
I did no wipes and just typed in xda and it popped right up on beta 1 as well as from my work Galaxy Note.

Same here, I have not done any wipes since Alpha0, and am on beta1 and all 3 XDA apps show up for me in Play Store, and the market updated itself to 3.5.15
Will it let you guys who don't see it, download it from here:

Kenny I followed your link and it worked!!! The strange thing was it said I had the XDA app installed the free version not premium. Note I had issues restoring my previous version of the XDA app through Titanium. I just decided to go ahead and get the premium anyway. Not sure why it wasn't showing up in the Play Store app on my phone but on my PC there it was. Frustration solved!!

Just search the threads for how to root your phone. Its easy takes about 10-15 minutes not even. Then after you have root, download the app from the play store and uninstall anything you want, just be careful not to uninstall the wrong thing.

After you change it back to default, you need to open up settings apps and find the play store and google services framework and clear data for both those apps then relaunch the play store.
There are modded markets that removes DPI variable and replaces it with a stock DPI setting.
You can try this one its not the one i use but its close. They give options to both inverted or not. If it doesnt work for you then i'll upload the zip that i have i just hate not giving credit to whoever modded it. I can also mod the market to remove just the DPI and leave everything else the same too. As some modded markets give errors because they mod too much. But the one i posted in the link seems pretty promising.

Don't open it. Lol. It's a flashable zip update. Flash it in recovery. It's saying it's not supported because you don't have an app which can handle zip files. Like root explorer for instance.

Are you rooted? You can clear it without a reset if you are rooted.
Edit: Just saw your later post that you are not rooted. Some have reported that they could clear the clipboard by deleting items using Polaris Office. You might try that but it did not work for me.
Another thread on the issue can be found here.
