Found this over on the Sky Rocket forums, and originally on the T-mo GS2 forums, so thanks to: MokujinX5, and of course, the creator, febycv.
Voice is non-functioning on ANY ICS ROM. The only way it will ever function is to have Jelly Bean framework.
Proceed at your own risk.
Tested as working on:
AOSP
ParanoidAndroid
CM9
ProTip: Back up your information.
ProTip: If your device ends up being non-responsive, and somehow starts the zombie apocalypse, I warned you a total of 3 times to be careful, so it is your sole responsibility.

Rooted Device running AOSP
Hands
Procedure
Download this: http://d-h.st/GZ1
Open Root Explorer & navigate to /system
Now Open build.prop in Text Editor.
Edit ro.build.version.sdk = 16 & save.
Now go to /system/app & Rename GoogleQuickSearchBox.apk to GoogleQuickSearchBox.apk1
Now reboot & install the app from the download link.
Now edit build.prop & change ro.build.version.sdk = 15 & reboot.

The APIs are missing for it currently, it was stated several times in the OG OP, and I would appreciate if we could keep this thread down from people posting " HAY GUIZE THE VOICE DUDN'T WURK"
You said it confirmed for ParanoidAndroid, are you insinuating that the Voice function works too ? I'm on Cm9 A6 and I got it to work but of course, without Voice.

Voice doesn't work at all. It may later, but I'm hearing skepticism from people.

Voice will NOT work on anything.
The mod itself though, has been confirmed to be working on ParanoidAndroid and AOSP
Does it break all voice search, or just inside of google now?

my weather is in Celsius and when I login to Google now it fc's on me. no one else?

seems there are 2 versions floating around..
one is 4.44mb one is 4.45mb
EDIT2:
had issues with 4.45mb version. network error and it would bring me to signin to Google now.
after playing around I got the 4.44mb version fully working (except voice).
EDIT3:
searching not working for me. going back to ics versions.

it breaks voice search all together. I tried dictating a txt message and there was no input at all.
Any idea if voice might get fixed any time soon?

Sorry, like I said, I'm not the creator of this, but apparently, voice will not work unless you're on JB, because it need the JB framework to run.

Question, what ROM where you running?
Not to poop on anyone's party, but what's the point of installing this app if the main function renders it pretty much useless..I'm just saying.

It does work on CM9 A6 except no voice but you can still manually enter something and it'll work

Well, technically, the main function is to search, voice search is an option, you can always type out your search.
Also, what's the point of installing anything that you know isn't stable? It's the fun of testing it, or getting a preview...
I'm using it on a leaked Samsung ICS ROM with very little issues. It's really cool... Can't wait to have a fully functional "now"!

A few differences in this one, mainly that you can set your own wake up command! (Haven't tried it myself. "Hi Galaxy" comes standard) Couple more bluetooth settings, ability to set memos and alarms, opens apps, new UI, yada, yada, yada

vlingo is dead to me.
since they changed a while ago... they got rid of their keyboard which my wife loved, and they changed the way the long pressed search button activates their tool. dead i say.

i am also getting nothing but crashes if its open for more then about 10 seconds. Doesn't say it force closes or anything it just closes and goes back to the app drawer. I'm using it on Gummy 7.6

One from market doesn't wake up with "Hi Galaxy", it's "Hi VLingo", and you can't change it. This one is also made for our 720p screen. Also a couple extra options in this.
Social Update doesn't work on GNex
on AOKP M3 and unable to keep Voice Talk from force closing... Really wish this was available for GNex as I like the special features..
Those of you getting FCs, how are you installing it??

Facebook integration isn't baked into ICS. Did you try Twitter?
I think i figured it out. Its not quite 100% stable, but it does work well overall. The crashing that people are seeing when they can do NOTHING without a crash happens when you use any other wake-up command OTHER then the default "Hi Galaxy". If you don't change the wake-up command it works fine.
When i was changing the command it would crash before i could do anything. Tried it 3 times. Uninstalled and re-installed. Then i didn't change the command and it worked. Once i KNEW it worked, i changed the command as a test and it crashed again.
Can someone else who is getting constant crashes confirm this?
That was my conclusion as well with this app.
I'll see about testing again, but I left the wake up command the way it was (Hi Galaxy)... Mine would allow me to do a command but once complete it would then crash...
Are you leaving other version of Vlingo on your phone or removing?

System>Apps> rename the original to phone.apk.bak, paste new apk. Make sure it's rw-r--r--
Tried it on 190dpi and you can get some weird vertical end call button thingy, so only use for 160dpi.
Gotta say...CM9 just looks so much better at 160.

You shouldn't have to uninstall the apk just to go back to 240. Just reset your dpi with ROM toolbox or in the build prop and reboot.

Works great on Codename but is there anyway to get the answering tab moved up a little bit so that the whole slider icon appears fully on the screen?? Right now it is still usable but only half of the icon shows up when answering the phone. No big deal and once again thanks for this apk.

Erick or someone would probably have to edit the drawable to make it fit on screen at 160. I know exactly what you're talking about, but I don't really have the experience to make those changes.

I wish I was ninja at messing around with the values any further, still trying to figure out how to use apk tool... complicated. Did find where I think the value that needs to be changed to fix it though:

What issues are you having compiling it? I can almost always get thing to compile. if you post your log I can look through it and see where your issue is.

I finally got it to compile, apparently it was because I was using and older apktool thingy.
But as for the little button, I was wrong on the assumption of changing that value since changing it did nothing to move ic_in_call_touch_handle_normal, so it's something else...

Actually yes i am, so if this is an issue with just AOKP i request that it is fixed for this because i like using the 160dpi setting.

Works on Codename just fine, according to cicada. AOKP seems to be the one having the issue, although that could just be case by case basis.
It's nice that this app works for 160 pix density but is it possible to have it also fix the ghost wifi app

Can this work on mini v4
I prefer the DPI set at 200. Would it be possible to tweak this package for other DPI's? I'm not sure if it would require twice the work or just modifying some values. Thanks for your effort on this!!

I was going to start with something simple like editing build.prop but I can't seem to find any info on what the S3 is listed as.
It's now working perfectly!! Nex7er in the Note forum discovered if you install the app from system/app it works perfectly and I can confirm it runs perfect on the nexus!!!

I installed on latest CM9 nightly, no issues here. I installed it normally without being in system folder.
Edit:
Seems too clunky and pointless/useless. I can do all those commands by tapping the screen manually and I'll know they are correct rather than relying on a sketchy voice to text algorithm.

To each his own I guess. As a guy with only one arm I can state for me, it is MUCH easier and faster to say "new dental appointment, June 5th at 9am and then confirm with yes then it is to:
open apps, select calendar, click the month view tab, flip to June, click on the 5th, select "new" on the 9am tab and then type out dental, etc...
Running bamf/jamesbond and get a force close on it
Cleared data on it and reloaded... Skipped trying to set a new wakeup and it will go through to asking me "which app do you want to open "
Unfortunately no matter what I say she comes back with that same line.
Of course, restarted again and didn't bother to wake her up... And now commands work.
Tried and seems to work pretty good
Tried setting an alarm but couldn't save for some reason.

Probably it's searching for SGS3 alarm app
Can confirm that adding appointments and checking weather work though.
Timer will work as far as countdown, but doesn't seem to hook into any vibrate/ring function to notify you when it finishes.
It took me a few tries, and I only got it to install by skipping the setup part of it. The apk claimed I already had s voice installed. And, when I went to remove it, because it crashed despite installing it from system/app, it only gave me the option to remove updates. I'm running stock ROM and kernel. Unfortunately, I don't see how to get to settings for it, so I'm stuck calling it "Hi Galaxy!"

It's ok, kind of a novelty more than anything. I guess for people who have certain disabilities it can be a great tool, but for me I can't see much of a use for it. I can point and click faster.

If the alarm worked - it'd be fastest to set alarm that way.
Also, the timer would be nice if it actually did something when the countdown finished.
Little things like that I could see it handy for... plus for answers you'd look up on google, could be quicker to answer at times.
Installed it like any other apk. I am stock and not rooted. And it has worked tip top since the start

After some digging I found that with the Galaxy Nexus at 4.0.4 is having issues because its based off of 4.0.3 Workaround is to install the app under system/apps instead of regular installer. I used root explorer and had R/W enabled placed the file and opened/installed from their.

You can also just create a shortcut to the activity under "settings", just FYI. This is good for people who can't do that, though.

"Some apps don't show all their required permissions until we use them. For instance with Bump app the authorizations for "vibrate mode" and "Send notification" only appear when we open the app and try to send something."
I don't have 4.3 atm so could u please confirm? It seems very strange to have a security app wich works like that...

yes, and you can try "App Ops Launcher" on play store to launch the "App ops" on android 4.3, it is just only 7kb.

A new way for end users to break apps...a developers nightmare come true. While I like the idea of this it is too easy for users to switch off permissions, forget they did it, app appears broken and the developer must waste time supporting a non-issue.
This is aimed at the functionality Google has added to 4.3 not the OP's shortcut app.

The situation wouldn't be the current one if some developpers don't use useless permissions. Have a look at Facebook's permissions...
The user has to know what he does before criticizing an app that seems to not work properly.

If used properly this is an awesome addition, the problem is what I stated above will indeed happen.
Example being a wallpaper app (we will call it wall-e) shouldn't be able to read contacts if it can't set contact images, in this example disabling this ability is warrented. But perhaps you didn't know this particular wallpaper app can set contact images, you disable this permisssion. Weeks later your changing John Doe's image to find wall-e in the list with gallery, you think cool I can use wall-e to change John's image so you select wall-e and bam...force close. You think the app is broken, send bug report, the developer reads the crashlog and tries for hours to find out why on this particular device setting a contact image causes a crash.
This is a general example, it gets worse as most users have no idea what permissions are really necessary for Android applications basic functionality.
Then it gets much worse, this is one user...imagine all the millions of users using hundreds of thousands of apps once 4.3 is mainstream like 4.2.
Please try this "App ops launcher", it is only 7kb, scan this and install on your device to have a try.

No. App Ops doesnt exist in anything under 4.3.

Description: ClearFocus is app which helps boosting your productivity by following principles from The Pomodoro Technique©
It aims at being extremely simple to use, just tap to start, and feel integrated in the system by following Holo guidelines.
I'm planning to add other features, such as a small to-do manager and white-noise generator to isolate yourself in noisy environments, and other options, such as automatic airplane mode when timer's running.

Updated the .apk with a fix for an AdMob crash and other minor bugs.
This looks really good! Just the thing i needed. Testing on Galaxy S Duos 4.0.4 ICS. Havent encountered any ads yet though. Will be using this throughly tommorow and let you know

Great! No ads you said? I think I've screwed up something about ads in the first apk, are you using the first or the second link?

Trying the second apk i only used it for a very short amount of time so maybe thats why. Will let you know tom when i used it fully! And you're welcome!

As soon as I opened the app the circle was larger than the screen, like the screenshot below.
I don't know if it's a problem related to my 'custom' DPI, but all my others applications looks fine.
Device used: Galaxy S Advance (GT-I9070).

Uhm... that's weird. I've updated the .apk, which is now in the original post, can you please try it and see if it works okay? If it doesn't, could you report you screen size and density?
P.s: since this updated, I've changed the package name, so it'll shows up twice. Remove the older one

If there were anyone with a 7" tablet, I'd be really great to find out if it displays correctly and view rotates
Testing on a Samsung Galaxy Ace II X(GT-S7560M). Works great.
Actually been using it for something a bit differently then intended.
I'll explain.
I have a habit of getting into something. For example reading forums, games, reading information on how to develope Apps\Websites and I end up chain smoking without thinking about it. But with your app every time I go outside for a smoke I start the timer which I set for 5 minutes.
So like I said not the intended purpose I know. But is working great for me.

Ahah, that's actually great! I'm glad you find it helpful, even if not for the intended purpose
I have been using this for quite a while and now and i think i got some errors. Also i havnt got any ads yet i was in the middle of a break when this came up again. I clicked on take a break and the time remaining was same but the color of the dial changed from green to red.

That's actually interesting, I thought I had managed to fix them, I must look into it more carefully. Thanks a lot for the report
Added a new .apk. It adds Russian translations and should have fixed the bug reported by @MufcTK (can you please test it again and report whether it's still present? )

That error seems to have gone now! Looking good now just remember to fill in the credits I saw a couple of insert name here and once when i clicked stopped between a work session it crashes. Not happened after that though.
