This is probably the funniest question ever. After all, i'm a noob. Suppose I've decompiled an android 4.0 requirement apk using apktool. I make some xml and smali edits, resize the pngs, did a lot more, and after that edited androidmanifest.xml. After recompiling, would that app run on my phone? If not, then what's the real difference? Sorry for asking such a stupid question; i'm just curious.

Android 4 apps are built with a higher SDK version and Android 2.3 cant run them because of the lacking functions

Most of orange **** is in systemUI.
I had the same problem, i searched and found this, working on SlimICS.
Apparently it works on all 4.0.3 ics (phone must be HDPI), however, as always, do a backup first.
It got rid of every bit of orange/yellow except the loading bars in some apps. I can live with that though, everything else looks nice. http://forum.xda-developers.com/showthread.php?t=1517501

The system background is now a xml-drawable:
(gardient)
Located: /res/drawable/background_holo_dark/light.xml
The default wallpaper stayed the same:
Located: \res\drawable-sw600dp-nodpi\default_wallpaper.jpg
and
\res\drawable-xhdpi\default_wallpaper.jpg

Yes but only for one special framework, with apktool:
1. Unpack the framework-res.apk using apktool 1.5 (the new versions) !
2. Delete the xml-file(s).
3. Copy an background_holo_dark/light.png of your choice to res/drawable-nodpi/ and recompile the framework.
4. Install it on you device.

Basically:
Instead of stretching an image containing a gardient, an xml file will tell the Android OS to just create a gardient from color a to b.

Well, download the whole system dump of S4 and port it yourself dude!
It will not work as a direct replaceable and may require 4.2 to run .

I already tried but it doesn't work so I guess some port needs to be done.
Maybee will be enough with few changes in androidmanifest or maybe some small editing or lib files are needed.
PS: Music2.apk is just Google Play Music app

I just installed and checked that it's just a themed version.
It's even the same app version than the one I had previously on my Note II... In fact, in my opinion this mod is worst than the original one from the Note II because it doesn't show titles like artists, albums, folders and so on.

I'm not judging. I'm just saying that it's not the S4 app and explaining why I prefer the original one from note2 instead of this mod.
