Are kernels made for specific roms or vice versa ?
It's complicated. There are kernels that only work on ROM's based on the stock firmware, kernels that only work on AOSP ROM's and kernels that work on both.
For now you should be fine flashing any kernel with any ROM since all the kernels and ROMs are based on stock firmware.
I have searched all over the forum and i got realy dizzy and confused!!!!
I would like to have a stock kernel in my arc,so i can flash stock roms ,and custom stock roms. like the new "pvy" rom.
I have:

You must flash your phone with .42 firmware. With the firmware itself, you get the stock kernel.

I am now using the cyanogen 10, so I changed the kernel on the phone, the fact is that I do not know which ROM install after putting the kernel, I also wondered if it would be compatible with cyanogen 9 of Anzu.
ICS kernels will only work with ICS ROMs
JB kernels will only work with JB ROMs
GB kernels will only work with GB ROMs
stock based kernels are compatible with stock based ROMs only.
most (NOT ALL) non stock based kernels are compatible with any cm/Aokp/miui ROMs
so to answer your Q: serene kernel will not work on CM10 because
1) former is for ICS but CM10 is jb
2) cm10 is a non stock based ROM is

Try out different kernels to see what you like, but be sure that the ROM matches the KERNEL! or it won't boot!

I already know, in fact wondering where I can find the official ROM for bootloader unlocked so as to put the kernel serene.
My CID doesn't have JB yet. I was wondering if having the JB kernel sources released means that we could finally use the JB roms on older hboots?
