Things you will need:
1) rooted phone
2) root explorer app (paid)
3) sqlite editor (paid - root explorer will direct you to it)
*** Now that cm9 is available I wanted to update this posting to let you know that these instructions are for stock gingerbread as well as the custom gingerbread roms. Cm9 has this option natively and you won't need to do this on cm9. Just want to save anyone from having problems with cm9. Now if your on gingerbread, go for it. ***
Now go to this directory with root explorer:
/data/data/com.android.providers.settings/databases/settings.db
(You will have an option to open it with the internal viewer or SQLite editor, choose SQLite editor)
Select secure
Now locate tether_entitlement_check_state and change the value to 0 then save and reboot.
Now you can use the built in tethering without the pop-up saying that you don't have a tethering plan.
I hope this helps you guys out.
Disclaimer: As chrisd1a1 pointed out doing this is at your own risk as far as breaking your terms of service with at&t. I do not know if at&t can detect this or what the result will be if they do. I'm just throwing this out there as another option.

This is exactly why I'm using the ClockWorkMod app. I've already been kicked off my unlimited data plan once for "unauthorized tethering" and it was hell getting back on the plan. The loophole to do so is no longer available, so I really don't want to get kicked again.
I'll have to wait and see how it works out for others. But good job on showing us the way to enable it. Thumbs up!
If I'm not mistaken, the tether_entitlement_check_state will not be available in the database until first attempt enabling tethering.
interesting thread. moved to DEV as this could be handy for future development.
the only disclaimer I'll put in is that it's at your own risk if you break any terms of service from your carrier....

I've done this with my phone I only use the tethering maybe once a month and only for a short time. I do not know the effects of this with at&t but I figured I'd throw it out there as another option. Also I'm updating the op to state that.

I can't think of any reason why they wouldn't be able to detect it. It works the same way as it does on any other Android device.

after looking threw files on the new s3 i found a way to unlock your wifi from tmobile an there 14.99 fee for using data you already pay for
so to start you must be rooted
download Titanium Backup from market (free version is fine)
after you grant root access to Titanium Backup click all the oks an continue bottons uptop in the center click backup/restore button an scroll down till you see direct share manager 1.3.2click it then click backup (just incase somthign goes wrong) then go back an click Un-install in red it will ask are you sure just keep click yes it will ask two times then after that close out an you should be good to go
got this idea from a old s2 post just the file was a different name

I did not uninstall it. all I did was freeze the apk and restart. defrost the apk and I'm back.
I thought the hot spot was already free?

Just use wifi tether from the play store...its free and works
I just used a wifi tether apk I grabbed from the themes and Apps section... Why are we even still loking for the file, especially when the tether apps give you so many options & features?

Depends on the plan you got. Mine was included in the Unlimited Talk Plan.

Hey guys. I just came from using a Galaxy Note 2. Since my school does not have the greatest network available, I like to tether my laptop through my phone. With the Galaxy Note 2, I used the settings in this thread in the Note 2 section to allow me to tether more than the 500mb included with my data plan.
When I got the GS4, those same settings didn't work. I did some tinkering with the settings with this app on my GS4, and I've managed to get it working again.
In order for it to work, I highly recommend using a VPN on your phone so that all data is encrypted, hiding it from T-Mobile's sniffing to see if you're using a desktop browser. I use Private Internet Access to accomplish this, and have had no problems using their app running on my phone while tethering. I'm sure you can use other free alternatives, such as Hotspot Shield VPN, but I prefer PIA.
The settings I'm using are as follows:
Device-Profile: Samsung Galaxy S3
Setup-Method: Hostapd (master)
Wifi Encryption Enabled
Wireless Channel 1
MSS clamping enabled
Routing fix enabled
Disable Wake-Lock enabled (aka, check the box)
You need root access for this to work
I've attached the version of the mod I'm using, I'm using Version 3.2-beta2-modv5 ***Synergized***, which I pulled straight from my Note 2 and installed on my GS4. If you want to download it yourself, the Note 2 post I mentioned above directs here as the place to get the mod.
Step by step instructions:
BE ROOTED.
If you have not updated to the May 7th OTA update, rooting takes about 5 minutes and just a couple clicks. Follow the steps in this post.
If you have updated to the OTA, it's a few more steps. Root the OTA update using the steps here
Install and configure Hotspot Shield VPN, or your VPN service of choice
Download and install the tether mod (either download attached file in OP, or follow the link to download from the other post)
Open tether mod, press menu, settings
Configure the options mentioned in original post
Run your VPN app before starting the tether.
Start tethering

Yep. Before now, I had only just heard of it, never used it. I gave it a little test run just now, and you're right. Just start protection, then start the tether app, and you're good to go.

Hmmm strange, my Nexus 10 isn't seeing my phone as a tether. I've tried encrypted and not no luck. Anyone else working?

You have to restart your phone after setting up everything. I had the same exact problem before restarting my S4. Probably should be in the step by step

Yes, without encryption connects fine but the wifi logo on my nexus 7 is grey not blue but i can conn3ct to the inernet and yes password is right

I had a galaxy s3 a while ago also rooted where i had used pdanet+ to create a hotspot without paying an arm and a leg to my carrier for the option. It had worked. Now that i have the g4 i want to do the same. when i try to use any app that says root wifi hotspot or whatever, they dont actually ask for root access nor do they work as intended. I was wondering if there was any other apps out there (for free this is the point) that i could use... Or if theres a method im neglecting to use to get this working.

Which did you use? I found one from 2013 on google code, but it's not working correctly and throws a lot of errors.

I have a unrooted H815 on Cricket and I can confirm that the wifi hotspot on the phone works, accessible via the toggle switch in Settings. No use for it, but good to know it's there.

This worked for me as well. The LTE connection will reset/refresh, and it instantly started working. I am running rooted stock 5.1 (ZV5) on Sprint.

Ever since I rooted and unlocked I cannot send mms messages...I can receive but not send. Just sits there and hangs. I have tried everything I can think of all stock and fresh.
Has anyone on Verizon had this issue? Before I rooted and unlocked it worked fine for me...using all stock message app. Tried changing to LTE/CDMA mode, airplane mode, wifi on and off...nothing. just curious if some one can pm me or reply with their apn settings.

Those are the exact settings I have...it just be root that is causing my mms and group message issues. Every since I have rooted I cannot send mms or group texts...tried multiple message apps and nothing. Verizon has no clue either. So I am going to try to unroot and see if that is the problem. I will report back.

Yeah I did last night and still can't send pics or just a normal group text message. Normal SMS is fine. I am going to unroot this evening after work to see if it that fixes it.

I have confirmed Root is what is causing my MMS sending issues. I have no clue why. I have tested this 3 times to confirm it to verify it is root. I have PM'd Chainfire to see what he thinks would cause it.

I have no clue why it is root that is causing it. I have a new SIM, tried everything I can think of to confirm it was/wasn't root. Once I root though my MMS issue reappears. I don't get it. Guess I will have to not root the phone if I want to send pic or group messages. Makes no sense to me either.
Add mms to the APN type. Mine are working fine rooted

Yes, all stock. Have even wiped the device 2 times to confirm and every time after it boots after I boot-to-root MMS issues reappear. I even sideloaded the new OTA and factory reset and same thing happens after root. Has me puzzled. Smh

Yeah I have tried to add it. Doesn't work. Only works not rooted.
So looks like I won't be rotting this phone unless @Chainfire thinks it could be fixed or if there is a way to figure out what I root is breaking when it boots up on my phone.
