You can't. The app doesn't allow it. As an alternative, you can access the forum in your mobile's browser and attach from there. It works.

paste it in the system/app folder and reboot. see if it works. if it does, and u still want to make it a regular user app that goes in the data/app folder, use Titanium Backup Pro to convert it to a user app.
It is only me? Is there a fix? Or its the forum having issues?
Or am I somehow blocked to do so? And if so, then why and how to be able to upload again

Only jpg are supported by xda application.

not in google play, but it are the apk's given outside google play, on upload sites and other markets that contain malware, and so one should avoid these links.

If you can't delete it then most likely it's a folder created by the rom. If you still have doubts install Lookout from the market. Run it and let do what it has too.
