They are just images inside of framework-res.apk look in the drawable-hdpi folder.
for the overscroll they are.
overscroll_edge.png
overscroll_glow.png
As far as the select color there are a lot of different images for that. depends which one you are looking to change.

If I remember correctly those are
highlight_pressed.9 and
highlight_selected.9
but really I would go through the framework-res/res/drawable-hdpi folder and change any of the images that are just big green squares. either that or you will always have random green highlights.
Wow. Themeing a Rom takes alot of work. I just wanted to make my phone look close to stock.

Try UOT kitchen. Makes it much easier to change the overscroll colors.
i believe these are the images you have to edit:

ok so i have a black theme. im trying to change all the text to white. i have 99% of this done however when i dl an app from the market the text is black. ongoing/active applications in the pulldown have white text. i have checked 16 xmls in the framework-res to no avail in finding the proper xml..
if anyone has any ideas please, im pulling my hair out on this one.
EDIT:
ok found the little bugger. its in SecDownloadProvider.apk its the only xml in the apk.

You could Meta morph applications. But I'm not entirely sure how. Search around for how to use metamorph. Should be able to then place those icons in a zip and flash and it will morph the applications and replace the icon.

This is what I did, Use desktop visualizer! But it doesn't change the icon , just on the homescreen(dock)
That don't have missing assets, don't want a half half look (ie red theme with blue battery)

Check the stickies. There's a thread there that will contain any themes that work well with the N7. I've tried a few out from there myself.
