Where can I get a stock wallpaper apk? Not looking for Live wallpaper.
Not sure to what you are referring. The various launchers have stock wallpaper images and of course you can use Gallery/Gallery 3D to apply your own images as backgrounds. There isn't a dedicated stock wallpaper.apk in AOSP.

I'm using Virtuous Affinity 2.0.5 with stock launcher and stock lockscreen.
Is it possible to use a simple image as wallpaper while using a Live Wallpaper as Lock screen background?
It is possible vice versa because one can set a live wallpaper as background and choose a custom image for the lock screen.
I'm pretty sure that's not possible, because live wallpaper is basically an app, and so is lockscreen, and it's simply not configured for it, but this is a good idea for a lockscreen app actually...

in Miui its possible to use 2 different wallpapers i dont know if the lockscreen supports the live one but i am sure that the homescreen supports it

The stock lockscreen and a custom lockscreen app can show the current live wallpaper. But this requires the live wallpaper to be set a current home screen background.

I'm looking for a weather live wallpaper which will show sunrise, sunset and the correct weather.
I checked beautiful widget and go launcher but I didn't like them. Any ideas?

Is it possible to have a non-scrolling wallpaper with stock xperia home launcher? I tried to use an app called Picspeed which allows for it, but as soon as I return back to the home screens, the wallpaper is automatically bloated and adjusted to scroll again

How do I costumize a rom to have a certain image as the default wallpaper of the launcher?
It's always the blue smasung standard background...
The lock screen ones seem to be on the framework-res.apk...
But where do I configure the launcher to use an image as wallpaper, and which image?
I have a Samsung Galaxy tab 3 10.1 Wi-Fi (P5210)

I am sorry I do not have the answer, I am testing a rom with different launcher than stock, so I can not verify it now for you.

Do you mean for newly created users?
It probably very much depends on the rom and the launcher. For CyanogenMod, for example, if you create a new user they get the Trebuchet launcher and the default_wallpaper.jpg in framework-res.apk is the wallpaper used. Which rom and which launcher are you talking about?

It looks good, The only problem is the actual widget is 5x2 but take up the space 5x3, I currently cannot upload a picture but i will asap.

As long as the twlauncher is seclauncher2.apk it should. I lost email and password for strikeback account so this is my new account. The launcher is built with 250 dpi (i forgot to mention it.) I will post download link here "http://forum.xda-developers.com/showthread.php?t=2750972" Its uploading right now along with a screen shot of the lockscreen mod. If you don't want all the add ons you can pull the files out individualy,
