if you're using CM7 go into Settings > Cyanogenmod Settings
and poke around. you'll find it.

I'm not on CM7 though I'm on a sense rom I want to be able to control the music selection LIKE cm7 controls using a mod or an app.

No. The source for the kernel has not been released. If you are having lag issues look into the v6 script.
