paste it in the system/app folder and reboot. see if it works. if it does, and u still want to make it a regular user app that goes in the data/app folder, use Titanium Backup Pro to convert it to a user app.

Delete it... I think its just image cache from the browser... I delete it.. dunno what its for exactly but it hasn't done anything bad to me.
