Not lockscreen, he means the status bar
You should ask devilsking. His roms have clocks in the middle of the status bar

i know i used all his roms
but i needed to go back tp stock
because i wanted to mod it
ive made also an rom based on his themyth rom
but i had some troubles that were fixed
i had gotten from nims a centre clock systemui mod
but it forced closed ....

It may be as its from stock rom and i cant test it as im on cm7
But if mythics has then switch to that rom
Can someone port the 2.3.6 wheather widget from the s2?
I know that there are several around but now that we have touchwiz 4 that comes with the value pack (2.3.6) mabye we can get the resezible widget too...

There are numerous notification toggle apps in the Play Store. Modding system apps on an odexed stock ROM would be difficult at best.

one more question ... how to move the clock from the right to the center ? it's need for mod ?
That, you either need mod or custom ROM that supports it (Such as AOKP)
However, I don't think there's a mod for odexed stock ROM that does that.

Launchers are different, you can make your own personal launcher that looks similar to touchwiz and you can run it on stock or aosp ROMs like any other third party launcher out there. That's why you are able to use the Google Launcher, Next Launcher etc on AOSP 4.2, 4.3 as well as 4.4 ROMs
But when it comes to actual apps like S-Note, S-Memo, Samsung Keyboard, they are have dependencies on the Samsung Firmware and therefore are a big pain to even try to port to a non-stock ROM
