Why not just have someone you know on tmobile to get the unlock code for you, or just go on a website and pay $10-25

Unless I'm mistaken, the OP is asking where to buy the phone and how much will it cost. An unlock code, whether paid for or through a friend, does nothing without a phone.
To the OP, it really depends on the market in your area. You can search on Craigslist, or EBay. 200-250(used) and 400-500(new) are probably the price ranges you will see.
If you buy from Craigslist, have the seller meet you at a local Tmo store, so you can easily verify if the phone is blacklisted (in case you might ever want to use it on Tmo, prepaid or otherwise).

Yes its free.
If you are a 3 month(90 Days) old customer, then call them and they will unlock it for free.
this applies for all phones except IPHONE

not entirely true. i was a 14 day customer when AT&T gave me my unlock code.
but then i've read stories of people being AT&T customers for years, and they were refused an unlock code for their S3.
just try your luck. if you don't want to call, there's always online chat too. this is what i did.
The problem is i am a tmobile customer.

how did you get the phone in the first place?
did you buy it from someone? if you bought it from someone, the previous owner would had to have unlocked it (i think).
did you win it? AT&T should be able to unlock it if you can prove you won it through a contest.
otherwise, you'd have to pay through a third party company to unlock it. google for websites that will unlock it for you.
Tell them you're going out of the country temporarily and that you want to use a sim card there. Maybe they'll do it.

Purchasing T-Mobile Note 2 without Contract

I'm not a T-Mobile Customer. Can I still purchase the Note 2 from T-Mobile's Website without signing up for any of their services by purchasing the Note 2 as a No Annual Contract Phone?
Also, how do I unlock the T-Mobile version for free as a non-T-Mobile customer?
Yes you can. There is a thread in this section about unlocking the phone.

If you buy the phone from tmobile in retail price, just call them and ask them to unlock it. I did and got my unlock code the next day thru email.
