Yes, those are Windy Weather and Ocean Weather and both have realtime weather conditions in the background. For me it works fine and do not consume much battery. It changes with the weather, and thats what is special IMHO.

If you look carefully, the baseband is unknown. What your seeing is the first actual boot up with cyanogen source but I'm willing to bet both the device tree and kernel need further development for anything to actually function. The guy mentioned from the original g+ post this came from is Connor baker. Actually the pic was posted buy Tom Marshall https://plus.google.com/109746709508989257077/posts/2gXUKGeeibt. I was speaking with Roman yesterday, he's not actually working on the g3 he just reposted a fellow developers post so i wouldn't hound him about it.
