I want to do some video streaming, but I'm worried that if I get a phone call it could interrupt the stream. So, is it possible to turn of the phone capabilities, but keep 3G data running?
I'm not sure if you can ever really shut off the phone aspect of it, but you might be able to use some blacklisting software to have it send all phone numbers to your voicemail for a certain period.
Go to the settings and enable DDTM. That will send all incoming calls to voicemail during an active 3G session.

I've done a search, but have not found a definitive answer. I've read where it works fine for some people but others the phone calls just go to voicemail as it does for me. Is there a setting in WinMo or some software that will allow phone calls to come through and interrupt an active GRPS/EDGE session while listening to streaming media? If not, it really kills the usefulness of streaming a podcast and I might as well just go back to downloading them. The shame of it is I would lose my ability to listen to streaming radio stations as it is more important for me to receive phone calls than stream I hear 3G will allow both, but Lord knows when 3G will come to my area...
At any rate, if it works for you, what ROM do you use or how did you enable it to work?

Yep, checked through the phone settings but didn't see anything that would set the priority of phone over data. The call forwarding just has settings for the voicemail number... I'm thinking there might not be a way of doing this Just wish T-mobile would get 3G out here...
There may be a app that does it...seems like I saw one in devepment & hacking? I'll post it if I see it again...

It is possible. Put the phone in airplane mode then turn on Wi-Fi. All radios will be off except for Wi-Fi and you can't receive phone calls with it.

Not sure about a gsm phone but on my CDMA Verizon phone. Dial *#*#4636#*#* in the dialer. Then select lte only from networks and you can use lte with no phone calls. On Verizon it's not possible to do data only on 3g because 3g supports calls texts and data. LTE or 4g is data only.
I'm not sure if this is ROM specific (I'm using Cyanogenmod 10.1.3), but there's a Blacklist option if you go to settings in the dialer:
Dialer (Phone) > Settings > Blacklist
Once you do it'll bring up the menu in the attached screenshot. If you set yours up like in the screenshot (enabling wildcards and adding * to the blocklist), it will block all incoming calls. It will not affect any other communications besides incoming calls, so you can use 3G. If you leave the option checked, it will also let you know in the notifications that you received a call. I tested and confirmed all this.

I tether my i317 Note 2 on T-Mobile to video chat. I need LTE to video chat. Whenever I get a call, it switches to 3G and kills the video chat.
I tried "blocking mode" in settings, "ignore all numbers" in the phone settings, and both, and regardless, whenever someone calls, while it does 'block' the call (doesn't ring, immediately shows as missed) it drops LTE every time and video chat stops.
My workaround after it drops LTE because of a call is to disable mobile data for about 5 seconds, turn it back on, and hope it connects back to LTE. Most of the time it will reconnect to LTE, some of the time it will reconnect to 3G. Either way, it's driving me nuts and hurting my business.
I need the phone to stay on LTE even if someone is trying to call me. I'm thinking of changing my number to Google Voice and using forwarding to go to my phone. That way, I can disable call forwarding on Google Voice and people straight up won't be able to call my phone and disable LTE unless they randomly dial the phones random number instead of the Voice number.....kinda complicated to do that.
Stock ROM has band selection which should do the trick. It's accessible from the service menu. (I forget the dialcode, shouldn't be too hard to find))
where I am located, if I receive or make a call the HD Voice icon comes on and I am NOT able to use data at the same time. I do not know if the phone was designed this way, but does anybody know if there is a way to disable it so I don't lose LTE when I get a phone call over CDMA?

Only something like VoLTE (Voice over LTE) will allow simultaneous voice and data.

Basically what these guys said. With the Sprint Note 4, you cannot make a phone call and use data at the same time regardless if the call is an HD voice call. The only way to make a phone call and use data is only if you are connected to Wi-Fi.
actually, I found a way around this. I enabled google voice for my sprint number, with changes my google voice to my actual sprint cell phone number. Then I use google hang outs to make phone calls. To use data instead of voice, you have to use the hangout dialer. And if you want to receive calls using data, you need to go into settings under the hangout sap, and check the box that says use hangout dialer for incoming calls. As long as the connection is -100db or better under lte and -75db or better under 3g, calls are great.

Technically that doesn't allow you voice + data. It allows you voice over data ^_^. But that also means I won't be able to do things like I could with my note 3 + custom rom. Like playing pandora from my phone to my vehicle while on a call at the same time. At least not without insane buffering issues. But this is what everyone has been using anyway. Did you disable the call monitoring? That drove me nuts until I figured out what was causing it.

You mean call screening? I absolutely did. And the nice thing is simply being able to toggle inside the settings in the Hangouts Dialer whether or not to have calls go there. That way if its a sketchy data area, I just take calls in the standard dialer so the call quality doesnt suck. It works good so far. Especially where my kids go to school while my wife is on maternity at Home. Data is good standard LTE or band 41, -80db or so, so I can talk and use the net or stream at the same time.

I called my mobile company, Vodafone IT and they told me it's a phone problem (they don't use VoIP) so I contacted Google assistance but since my phone is magisked they can't help me.
Any idea?

This is a normal behavior and has nothing to do with your phone or Magisk: If your carrier does not support VoIP, the phone has to switch to 3G or even 2G to make the phone call. After the call has ended, it switches back to LTE.
I know that this can be a PITA, especially when you are supposed to take part in a Skype or Webex meeting with screen sharing and you are sitting in a hotel with bad WIFI. Then you use the phone as WIFI hotspot. As soon as you call in, your web meeting is unreliable.
Been there, done that. There is no way around this, the only thing which works for me is to take part in the call via my notebook instead of calling in via the phone. Then LTE stays - as long as nobody calls you

Because the LTE standard simply does not support voice calls.
Hence if you don't have VoIP, the phone has to switch to 2G or 3G. The alternative would be not being able to perform voice calls at all!
