Does anyone know if Froyo OTA includes the radio update, as Froyo download + manual install does not update the radio :S

it does. Version 32.43.00.32U_5.09.00.20
You'll need this Radio-Version for every Froyo Rom.

No, the radio isn't new. The newest radio available for the GSM Hero is 63.18.55.06S_6.35.17.03, this is 63.18.55.06P_6.35.15.14.
