I Nandroid backup (Which is through ROM MANAGER ??? )
how do I nandroid backup?
And once I nandroid backup do I full wipe / dalvik / cache then flash new rom right??

Install ROM Manager and flash ClockWorkMod recovery to your device. Then either reboot into recovery, select nandroid and perform your own backup, or select the "backup" feature within ROM Manager, which really just reboots and automagically does the nandroid backup for you.
Once backed up, save the fresh rom zip to your sdcard, reboot into recovery, perform a wipe of data, cache and dalvik, and then install the new ROM and radios as instructed.

Id like to try viper 2.2 rom currently im on stock with lost kernel. If I flash viper rom should my cwm 5.0.2.3 restore to stock just fine from my nand backup..?
Any certain measures to take prior to restore..? Or just data / dalvic cache wipe?

yup as long as you made a backup prior to flashing viper
you can go back without issue
i normally format system and cache and wipe davlik.
or factory reset wipe cache and davlik for a full restore (apps too)
the nand is a complete system dump including all apps and everything so you can do a nand restore of everything but data which is your installed apps to keep anything you downloaded since then if you dont wipe data
or just do a full nand install and it'll put on just whatever apps you prev had

You have to wipe or you will get stuck in endless bootloop.
Also, use titanium backup to backup and restore all your apps - the market will automatically restore everything for you either way, so you're not losing much other than some game saves or things that weren't on your sdcard...
Or..... backup your custom rom (if not cm7)in rom manager or cwm, then flash the update (after full wipage), boot up, let it sit 10 min. Get to recovery do advanced restore and restore the data only from your backup, reboot and you have all your data and the new update.

When installing most roms there is an instruction that requires to perform a full wipe of your phone, how do I do that? I have arhd on my phone right now and wish to flash jdroids exodized, so can I just use the super wipe script from the arhd downloads before flashing exodized? Or do I need to perform a full wipe using some other method? I am new to this stuff so thank you for bearing with me

For me, I don't use any script to perform full wipe. Just use the CWM function and manually do it:
Boot to recovery
mounts and storage
format /cache
format /data
format /system
Then install a new ROM.
But before that I will do nandroid backup:
backup and restore
backup
So when I need to use the same data for the new ROM installed:
backup and restore
advanced restore
pick which backup
restore data
I rooted, did a CWM backup and also did a titanium backup. I downloaded a jelly bean ROM and dragged it into my phone. My question is this. After I do a wipe and then install the ROM won't titanium backup be deleted? How will I restore from titanium after I install the ROM?

TiBu backs up to your internal (or external) sdcard, which doesn't get wiped when you do a wipe & factory reset (cache, dalvikcache, system, and data partitions), so you're good to go as long as you remember not to format your sdcards. Just re-install TiBu + TiBu key (paid) after flashing the ROM, then restore. If you're worried, tell TiBu to backup to DropBox or GoogleDrive instead.

Can someone tell me the best order to do the wipe cache and the other stuff before restoring stock rom backup via cwm?
First of all,flash the right kernel for stock via fastboot... I suggest titanium kiss then:-
Recovery>wipe data/factory reset>restore backup which u want to do...
no need to wipe cache and dalvik?
Wipe data/factory reset will do all...
