i try many 6.1 ROM and no one support 3g until now even some of them (are 3g support as they wrote in details) is there any tested ROM for jasjam 6.1 or 6.5 with 3G support ( the most new one) please

The official Stealth ROMs are WM5 only. Otherwise there's yuc's unofficial WM6.1 ROM which is probably the one you saw (it was previously WM6). Yuc's ROM works for some, but not others.

I dont understand why there are some multilanguage wm 6.1 roms for gsm htc phones like kaiser, elf, elfin, they are similar to the vogue but there arent vogue spanish roms, vogue italian roms.
Can somebody tell me what is the difference and why cannot be ported wm 6.1 mui files to another so a spanish rom can be developed?
Here in xda-developers there are a kitchen that is multilanguage, why cannot be shared the mui files or whatever to build a titan or a vogue rom in other languages?

If you are asking for an Official 6.5 ROM for any device October 6th is the day when first Windows Phone 6.5 devices will be released. If you are expecting a official 6.5 ROM for Diamond, then the true answer probably (99%) is never.
