I think I know what's happened. It looks like when the background picture was selected, the transparency level was really low/high (whichever meakes it MORE transparent!)
The way to fix this is to go to Start -> Programs -> Pictures & Videos (I.E. the WiMo program, not HTC's version)
Then navigate to the background picture you want to set as the background and open the picture (view fullscreen) then click Menu -> Set as Today Background and change the transparency level to 0% and tap OK.
Fingers crossed that should solve your problem! Annoyingly you can only change the transparancy this way, not through Settings -> Today!
Awesome I knew something was there but couldn’t
remember where......
thanks for help

What Mr. Nike forgot to mention was you have to go and use the Picture and Videos Viewer application to be able to set the transparency level. There is an option under MENU section to set a picture as the background.
I set a picture as my background but its not clear. Its like there is a milky screen in front of it. Any ideas? I changed the picture but same thing. I st it through Settings>Personal>Today>Appearance . I am not using TF3D. Its just the home screen.
thanks

Go to pictures & videos then to where you have your selected background select the background at the bottom hit menu then set as Today Background. Here you'll find a % set it to 0 and come out of all that. You should now have a clear Background
Thank you grzegorz10
It worked perfectly.
please try this in your phone .set your brightness in lowest .For me it's most noticeable when i'm scrolling slowly, e.g. when in the settings menu, or the twitter app. Try scrolling very slow up or down in settings,.
I think this should be common problem .please test your one .
Yes that happens, but it is not an actual screen flickering issue, rather an optical illusion created by textured backgrounds. I don’t use twitter, therefore not sure what kind of a background it has, but if you look closely at the white background displayed in phone settings, you will see that it has a textured background with very thin diagonal lines. Its more visible when the brightness is low because otherwise the lines are too light to be noticed.
Go to this page and scroll the page, you will see the same flickering effect on your computer monitor

this link shows the problem that I have with my phone .in this link I see same flickering and I understand this is a optical illusion .but I think our phones problem is not a optical illusion .because I tried several htc one x ,30% of them had this problem .also you can find this problem in any white page.
Can you find this flickering in your phone ?
what about others ?
Just as well I'm using auto brightness - no issues for me!
Seriously, are you trying to find problems??
Try with screen filter app. It flickering a lot
I found a new issue - when I look at my screen through my polarised Ray Bans I see random colours and it flickers like mad - it MUST be faulty!!

I can ONLY see the flickering effect in the settings page. It doesn't happen on any other normal white backgrounds. That is why I said it is an optical illusion.

Turn on auto brightness like a normal person
When I set the lighting it doesn't move around the screen like it's supposed to, It's just a steady light. I tried different settings and it's the same on basic, multi(only the top left corner lights and it's steady also), and glow. The glitter one moves but yeah, not into that lol. I contacted Samsung and they said to do a soft reset and if that don't work to go into safe mode and check it that way. I did both and neither worked. I have the boost mobile variant, sm-g960u. Any help would be appreciated.
Go back to the edge settings and set width to wide, set transparency to low, and choose your effect, I'm using multi colour. You can change the colour for specific apps as well like blue for Facebook and green for whatsapp etc.
Click colour and then app colour.
Should look sweet now

I've tried that but still a no go. They're still steady and on multi it's only the corner that lights up
EDIT : I figured it out. I turned off the animator duration scale in developer options. Duh
All fixed now?

I update to the Android One UI. Screen capture is now missing the color dropper (color picker). Also, when it saves drawings, the lines are saved VERY PIXELATED.
Any help?

for me it's still there.( color dropper )
I'm on android 10 ,April security patch and Samsung updated ,One UI 2.1
If i use Spen option to screen shot it shows under screenshot image
If it's a swipe type screen shot,
it shows under the bottom option icons ,next to the scroll icon/edit icon
Otherwise only option left is to factory reset ..to hopefully fix issue !
Good luck
