Does your Diamond have a SIM card? If it does, then you flashed the incorrect ROM, and need to download and flash a ROM that supports the GSM version of the Diamond.

If you put your phone in bootloader mode manualy it works and dont remove Hard-spl. I flash all my rom that way, done that for years now with all my htc device and never have problem with any flash

since i could not get this working, I have did the following:
loaded SPL-1.40.OliNex and loaded the following cooked ROM "Duttys_5.2.20764.1.4.3_V4_Full_MSVC_[2.03].zip" it works fine.
So i'm just wondering can i overwrite with this "hTC_Asia_WWE_2.03.707.2_Radio_Signed_D iamond_52.51.25.26_1.09.25.23" and use SPL-1.40.OliNex?
I also want to do the same. I just want to flash a latest HTC official ROM. The "cooked" ROMs are very confusing to me.
I have extracted the RUU_signed.nbh file. When I try to flash it with ROMUpdateUtility.exe (using SPL-1.40.OliNex), it actually shutdown the power of the phone and exit ActiveSync. I have to remove the phone battery to recover.
It also does not flash from the internal memory of the phone.
I also tried NBHUtil, still no good.
I have downloaded RUU_Signed_1_93OliNex_HSPL_UnsignedEdition.zip. When I try to flash it, it gives a version number 1.00. It is lower than my current number 1.40. So I did not try it.
I am running out of options. Any relevant suggestions would be appreciated.

whether it's cooked ROM or official ROM, it is recommended by the gurus here that you have Hard-SPL installed. After that, install cooked ROM or official ROM is the same method.
I have written a note about how to install the 2.03 official ROM on a DIAM130, as the following. I hope you'll find it useful if you have a Telstra branded Touch Diamond.
I'll never buy a carrier branded handset again as it makes ROM flashing more complicated.
Touch Diamond ROM flashing instructions
1. Hard-SPL
a. Download Unsigned-Hard-SPL-Diamond-OliNex.zip, and extract all files to a directory.
b. Establish a USB ActiveSync link
c. Double click ROMUpdateUtility.exe and follow on-screen instructions
2. HTC official ROM
a. Download RUU_Diamond_hTC_Asia_WWE_2.03.707.2_Radio_Signed_Diamond_52.51.25.26_1.09.25.23_Ship.exe, right-click it and extract all files to a directory.
b. Down-load NBHUtil.zip, double click it to start WinRAR (you may need to install WinRAR is you have not done so), double click NBHUtil.exe to start it.
c. Under Extract NBH, navigate to RUU_signed.nbh from step a, extract Radio, Splash, and OS. Note down the Target CID and version.
d. Under Build NBH, enter the Target CID and version as noted in the previous step. Build NBH and save it in the directory in step 1.
e. Connect USB and enter boot-loader – power up and hold-down the volume-down button
f. Double click ROMUpdateUtility.exe and follow on-screen instructions
g. After ROM update, it has only one band selection: UMTS (900+2100) + GSM (900+1800). This may not look good for Telstra. However, some people has commented that if select auto, 850MHz should be OK. With a number of testing with different mix of ROM and radio versions, it has been identified that this has nothing to do with radio drivers. This ROM has disabled other band selections.
3. Notes
a. ROM update when the phone is on may not be possible. The phone actually turns off. The phone battery must be removed to recover.
b. The ROM 2.03 update from the internal storage is not successful.

Hi there all.. i have my diamond i think for some months now.. and i want to install another rom..
I dont have the original rom.. after i bought my diamond i flashed it .. i installed first a hardspl then the rom and now i want to flash another rom ( A.Z.T.O.R X2 ) and i want to ask if i can flash it directly or i have to install the hardspl again ?
you only have to flash hard spl once and you can flash as many roms as you want
Just a heads up to not forget to do a hard reset after installing a ROM to avoid bugs that can occur from flashing....
oh ok thx ill do a hard reset yeah.. can anyone tell me where can i check on what hardspl do i have on my diamond ? i know i got DiamondStone v2.1 ROM but i dont know the hardspl..
When you enter the bootloader it tells you which spl you have flashed on your phone, to get into the boot loader, VOL DOWN + RESET
A ok yea ur right i just restarted my diamond and i saw it sorry..
ok so i have
R. 1.00.25.03
G 52.261.25.09
D 1.93.00.00
Hardspl is 1.93.00.00 i guess.. so ill go ahead and install the rom that i want and normally it should work
Umm the 1.93.00.00 i think shows the shipped hardspl, just as a precaution, you should check inside the bootloader :/
Yeah i did the bootloader thing.. and it says SPL - 1.40.OliNex its good i guess i can install any rom no ?
then your good to flash the roms from here meaning xda-dev diamond rom development forum

I tried to update with oficial vodafone UK ROM and showed me that invalid vendor ID
I tested with emergency vodafone ROM from spanish group that has the universal CID 111111 but obviously don't pass from 0%, I think that first checks the correct CID, and it stop if is not correct
And the all HARDSPL is the same error! not pass from 0%

you can try to reload hardspl..
Update stops at 0%
Short answer: You're running the normal HardSPL and you're trying to flash an unsigned (not signed by olinex) ROM. You need the developer version which fixes the 0% issue. Link is at the bottom of this post. Read on to understand the difference between Standard/Developer Edition!
Long answer: First you need to understand that there are two definitions of "signed". HTC and the mobile operators sign ROMs so that the RUU flash utility allows them to be flashed. Usually this is what the word "signed" in the filename means.
Then there is another definition of signed: The developers of HardSPL introduced their own signing process. They want to ensure that people flashing cooked ROMs can rely on a certain quality standard. The normal version of HardSPL will only allow ROMs signed by OliNex to be flashed. If the ROM you are about to flash is signed, it will say so in the thread you got it from. If it isn't signed, you will need the developer version of HardSPL. That one will allow any ROM to be flashed. Get it at the bottom of this posting.
A note on this: The signing process by olinex makes sure that the ROM you're about to flash won't brick your device. It doesn't mean all other ROMs are necessarily evil.

Can you really brick when just flashing a generic ROM? I thought it was just when rooting.
I did actually find my battery life seems to have improved since flashing generic from Orange, but really that could be cos the battery has had a few good charges now and is reaching max capacity, or just cos I spend less time on the phone than I did in the first couple of days.

With Orange ROM, do you mean a Simlocked Orange ROM?

If you don't touch the radio (which you can't without rooting) then it doesn't make any difference that it's simlocked.
