please tell me how to make a Rom

hi, guys
I want to make a myself ROM for ASUS P550,and I read many infomation,but I still do not know how to do it. So, I think I can get some help from here.
Of course, you can see, I am a chinese, so I want to make a chinese ROM. You only tell me how I can do it. Use other phone's ROM or make a english ROM to a chinese ROM?

I've been asking this as some roms have about 50+ languages, and some only have 1
if you can pull all your system apps and framework from your phone, I can give you a tool to translate it, using google translate and modify wrong translations..
but you do better search for official arabic firmware..

I have tried them all . repincis. hypred.creed... ETC.
but it seems that there is no arabic support in them
or as a newbie in android... I am not able to activate the arabic language in these ROMS
I'll really apperciate any help.
and since I like to see what peoples opinions ... you can consider this as a statistc thread for 'in your opinion' .. the best mod for galaxy Y is.... please feel free to fill the blank

I think most stock roms Europe-based contain greek language,
if you are looking for more specific options, please update your question
(also, the thread title is a bit errrr, you know..)

Can anyone recommned me a rom that has ARABIC support.

I wanted to know if there is a rom that has arabic in its system. I have been looking everywhere for one and I can't find one.
If you are on a rom that has arabic support or you are 100% you know one please post it.
