Messaging and Security Feature Pack

Does anyone have information on when the MS Messaging and Security Feature Pack for Windows Mobile 5 will be released and in what form?
MS say it will only be released to Mobile operators and Mobile Device OEMs, but no Mobile Operator or OEM I have spoken to has even heard of it let alone if they will make it available on new devices or as an upgrade to existing customers.
Orange UK assured me that they would make all upgrades released to them available. While O2 hinted at quite the opposite (would mean competition with thier beloved blackberry).
T-Mobile said all free upgrades would be available through HTC, but as yet I've been unable to get a number where I can speak to someone at HTC and confirm.
Any Info much appreciated.

Sorry for my english
Windows Mobile's market share as an operating system for smartphones worldwide has fallen from 23% in 2004 down to 12% in 2008.[1] Windows Mobile now has a worldwide smartphone market share of 14%.[2] Microsoft licenses Windows Mobile to four out of the world's five largest mobile phone manufacturers, with Nokia being the exception.[3] Some current estimates suggest that 80% of the 50 million Windows Mobile devices made have been built by one contract manufacturing group, HTC, which makes handsets for several major companies under their brands, as well as under its own brand.[4] However, in February 2009 Microsoft signed a deal with the third largest mobile phone maker, LG Electronics, to license Windows Mobile on 50 upcoming LG smartphone models.[5]
