I have a new PC with Win 8.1 Pro x64. I also have a Samsung Galaxy S4 mini and have installed the latest (I would suppose) Samsung drivers for Mobile Phones ver 1.5.45.0
Using it on my other PC with Win 7 Pro x64 anytime I plug the USB cable into the PC I see in Explorer the device and both partitions/memory of the phone being Card and Phone.
Using it on my new PC with Win 8.1 in Explorer I do not see anything anymore. How do I access phone data like on Win 7 PC?
I do not know if this can help but this is what I have in devices resources panel:
Under "Samsung Android Phone" I have Samsung Android ADB Interface
Under "Portable Devices" I have Samsung Mobile MTP Decice with a Alert yellow mark; but I have it for all other Card Reader devices.
I also find it strange, if I am correctly recall, that before installing Samsung USB Drivers I did not have any Yellow Alert mark on other USB card reader devices. Is there any correlation between installed Samsung Drivers or not?
Lastly, is there a direct and official URB for obtaining the most updated Samsung USB Drivers for Mobile phone or not? If so, which one is it so I can bookmark it?

NOTE: I know this has no influence on device behavior on Windows but I have CyanogenMod 11 running on this phone. Just wanted to let you know.
Is it possible to use a windows phone and connect it to a android via otg host adapter or something to root it or run odin to upgrade / downgrade the phone?
No, it is not possible. desktop apps don't work on windows mobile, because of different processor architecture, most of phones and devices running windows mobile have ARM based processors, so no, this won't work. In fact, no app prepared for mobile device will run on desktop without emulation, but since I don't know about any windows mobile emulators, I think, that it is not possible.

my phone (A5 2017 with android 8.0.0 ) not recognize in laptop , but it recognize in some PC , i change my laptop windows to 7 and 10 but not work all driver installed but not work.
other phone like A3 2017 work and not problem .
my phone recognize with office PC but not recognize home PC or laptop.
in A5 otg not work.
i do this work
- change windows to 7 and 10
- flash stock rom
- install all driver for samsung and adb
- factory rest

If in theory windows 10 can run on snapdragon could I install this on my phone? I want to learn something.
