Yes almost all GSIs made available in "arm" format, which is the 32bit one.

Hi I'm looking for a gsi that will be good for a 1gb ram device preferably that's Android go optimised I have tried the latest lineage 15.1 go but that was buggy for graphics etc. I'm currently using a Alcatel 1 which is Android go with a mtk soc.

I have several 32-bit devices available for LineageOS16 (Sony Xperia V, Z3, ZL, ZR; Samsung S4, S5)
I thought that Android 9.0 is not available for 32-bit ARM and that 32-bit apps are not possible to install on Android 9.0.
How is it possible that there is LineageOS 16 based on Android 9.0 for ARM 32 bits?

No Problem with lineageOS 16.0 on old Samsung devices. There are only a few apps that need 64 bit. Most of android eco system is programmed in high level languages that are independent of processor architecture.

Because there are some app I want to install but it cannot be installed because of this.

No you can't. a64 explicitly has its own ROMs. Some developers create a64 variations of their ROMs, some dont
