WiFi only Turn of After Reboot But Bluetooth and WiFi Hotspot Work Perfect

Since Lollipop, I've noticed that if I start Skype via a Wifi connection and later switch to a mobile data connection (either by moving out of WiFi range or by turning WiFi off), Skype disconnects and never reconnects via mobile data (although it does automatically reconnect if my WiFi connection resumes).
Once Skype thus disconnects, the only way I can reconnect it without WiFi is to force-stop it and then start it again, at which point it connects properly. (Reinstalling Skype doesn't solve the problem.)
I have some issues with my Wifi
I installed Honami Sytle Rom and selected Wifi Fix in Aroma.
So when i am connected to a wifi 'A' and i want to switch to wifi 'B', my phone says that it could not connect, then it searches for wifis and connects to wifi 'B'.
When I install apps wich switch to the wifi with the best signal, the wifi doesn't connect to any wifi. It says that it will connect to wifi 'B' (for example the wifi with the best signal), then i get a message that it couldn't connect and then it doesn*t connect to any wifi.
Maybe it's because of the wifi fix? Is there a chance to undo/uninstall this "addon"?
I use my Mobile Hotspot to tether my Nexus 7 tablet in my car. I am running 5.0.1 Lollipop.
As soon as I turn the car off, the Mobile Hotspot turns off and the WiFi is turned on again. The phone will connect to my home wireless hotspot but there is no data tranfer.
Instagram says "Can't refresh feed" and Chrome cannot connect to the web.
In order to fix the problem I usually need to restart the device and then it will connect to WiFi will full connectivity again.
Any ideas?
Is my Mobile Hotspot locking something up in Android, like the MAC Address or IP Address or something until I reboot?
I've come across a quick fix I suppose. If I follow the steps below then I don't need to reboot the device to get the WiFi to work again:
1) Turn off Wifi before enabling Mobile Hotspot
2) Enable Mobile Spot
3) Turn off Mobile Hotspot when finished with it
4) Manually re-enable WiFi once Hotspot is off
Seems the issue stems from keeping the WiFi on when enabling the Mobile Hotspot. The Note 4 will automatically disable WiFi and re-enable WiFi on it's own if you do not manually disable the WiFi beforehand thus leading to the no internet connection issue.
Still curious what the actual issue is though.
UPDATE 10/14/2015: Seems as though the method I described above does not even work as a foolproof method for getting the WiFi to work properly again after hotspotting. Reboot is the only way to get it to work again. It's very temperamental.
I have been experiencing this same issue. I didn't link it to turning the mobile hotspot on and off until you mentioned it. I also have to reboot the phone to make Wi-Fi work again.

Go to settings/location and turn off wifi and bluetooth scanning
as per title, when I come home to my wifi, or reboot the phone, it says wifi connected but I have no internet. toggling wifi on off brings it back and it stays fine after that. just the initial connection. any ideas?
