Technically yes you could, but I don't think that's what you want?
You could flash a modified system partition with the edited host file.
But to flash a modified system partition you need to remove the dm-verity flags from the kernel (see my other thread).
You wouldn't need root to do that but rooting your phone would be easier .
If you wanted to be able to modify it like from an app, you can't unless you have root...
I used the app VPN Hosts for that purpose (now I'm rooted).

It uses a virtual VPN in which you can specify any local file as host file. It's a perfect possibility for e.g. hosts file based Ad-blocking or to check different hosts files on non rooted devices. The drawback is, that you cannot use it in parallel with a real VPN...

Is it possible to extract files from the stock rom, edit them and then re-insert them into the stock rom?
If so would it be possible to then install this rom with an S-ON device?

Yes you can do that. Not if you have S-on though. Need S-off as you need root access to access the system files.
Sorry, I mean even before the rom is loaded onto the device, so to be done on PC.
Still no. editing anything to do with the system needs root access.
Question: Is it true that on stock kernel for Arc, any modification make to Vendor folder will be denied? I try to install some apps with cwm, only the apps that has modification to vendor folder wont work. info: i used file manager to access that folder, it can be open, but the files within cant be edited, not even paste a new file or replace any files.

As far as I know, indeed. At least not through CWM, you might be able to edit via ES File Explorer(used myself), make sure to make /system writeable.

You should flash arc S ftf to arc. It might help you
I just flashed developer preview 4 and rooted but I cannot get the build.prop edited. I've tried multiple apps but always says error saving. Had anyone gotten the build.prop edited?

I have successfully edited the build prop by using root explorer. Make sure you are rooted and allow super su to use root explorer.
You will will need to hold down on build.prop to highlight it, then go to menu and select, open in text editor.

I am rooted and I did give permission to root explorer. I am able to mount the other files and folders as read write but it will not let me Mount the system as read write. I've tried multiple apps it all says error saving.

I've tried multiple. Its not the file explorer. I've tried re flashing the factory image but still will not let me edit any system folders or files. I think that maybe it is systemless root. Not sure how I got systemless root or if it is possible to get regular root. Is there a setting is Supersu?

You may have a SUPER.img - i just learned about this myself - its a combined image containing /system - /vendor & /Product - it looks like it is similar to Systemless root or system as root... idk they are weird but i do think its possible to modify build.rpop, but it may require a PC.... Im looking for a way to edit build.prop myself and learning all this now.
Hello I'm having a problem I try to add a file to my bin with Root Explorer( I try several other software) but I can't do anything cause my .bin stay in read only. I can't find a way to manage this. I'm Root and all the superuser authorization seem to be there..

Android 10? If so, you cannot modify the /system partition at all, as Google locked down the partition. You'll have to look into Magisk modules to do what you want, but at the cost of not passing Safetynet.

I would like to modify some files in root/vendor/etc but i can't because of permission. I'm root, I can access file with solid explorer but can't modify anything. I try to modify attributes of the folder but it gives me a error.
Is there a bypass for the scoped storage of android 11?

Apparently I can't run ADB root, I got "adbd cannot run as root in production builds", well I will dig further to find a solution

Try this file manager. Its a good root file manager and as it's old I might bypass scoped storage
which rom? right now i use arrow and it is the only one that can mount system as R/W.maybe there are others but a have not trid all of them.MIUI does not support it due to dynamic partitions,
