Hi to all. I have the htc one m8 and i cant install any custom rom. Wont boot after installation just reboot on bootloader screen... I search everything and i cant find the reason... The only rom that install and boot normally is official Cyanogenmod cm-12.1-20151117-SNAPSHOT-YOG7DAO1K1-m8

First of all, please delete your IMEI and serial numbers from the top post. These are private data, and should never be posted online (and no necessary for us to help you).
You have a couple major issues causing problems with custom ROMs:
1) Main version 3.30.651 tells us you are still on KitKat firmware (hboot, radio, etc.). You should update to Marshmallow firmware (6.20.651) using the following thread: http://forum.xda-developers.com/showthread.php?t=2729173
2) You have the Sprint version of the M8, which uses a different kernel from the other M8 versions. You should only flash custom ROMs from the Sprint Dev Section here, or there are also several ROMs in the "international" M8 section that support multiple versions including Sprint (but it will explicitly state Sprint support in the ROM thread).
ROMs that do not specifically support Sprint will fail to boot.
CM uses its own kernel, and probably supports multiple M8 versions for that reason. So that is why CM12.2 flashes and works properly for you.

My office recently purchased a used HTC One M8 Developer Edition device for testing purposes. I was under the impression that it was stock, but I was wrong. It had TWRP installed. The system alerted me that there's a system update, but when I try to install it, it just boots into TWRP. I managed to flash the stock recovery back to it, but when I try to apply the update, it just boots to the fastboot screen, and does nothing.

You could just flash the developer RUU. Either Lock the bootloader and flash it via a PC (with htc sync installed) or put it on an sdcard and see and flash it from that.
Reading the Instructions helps. (PC Install)

I'm using a sprint m8 internationally on a permanent basis so at the very least I need a sim to work with a gsm network on the m8, tried to flash some radios (which failed). So... is there a way to purge everything 'sprint' from a htc one m8 ? Will an RUU do the trick (recommendations)?

You could convert it to the Developer Edition using the RUU and see if that works. If not, you can flash the Sprint RUU to go back to the beginning

So it appears something 'sprint' is blocking it. Although I suspected a full ROM,radio might work...

I returned my HTC to one of them and it was sent back to me because it's modified. So to cut a long story short - I really want to get back to a stock rom, unroot and re-lock bootloader and send it back to the other company in hope I can have it repaired. I really have tried very hard to figure this out myself and I'm completely lost so I really hope one of you good people can help me out.
I'll try to provide as much information as possible.

First off, remove your serial and IMEI numbers from your original post.
Second: I'm in a major row with HTC at the moment over warranty. They claim that as I unlocked the bootloader, just like you, I therefore no longer have a warranty. They also stated that as I had illegal software on the device, I also no longer had warranty. Good luck with HTC. They are a bunch of pricks, in my opinion.

You are lucky I looked at this thread at all. The title subject is specific to "M8 eye" which is technically a different from (different hardware) from what you have (the "standard" M8). I don't personally own the "eye" (just the "regular" M8) so rarely look at or try to help on such threads. But I can see how that difference (eye vs. standard M8) is confusing, especially since English is not your native language.
I suggest you flash the stock RUU. Although the RUU for your current version (4.16.1540.8) does not have a working "official" link anymore (old version, Lollipop) that I can find. You can use the newer (Marshmallow) RUU, which you may want updated version anyway. That RUU link is still working:

However, this RUU will have some extra steps, as running the RUU will require you first update to the Marshmallow firmware 6.12.1540.4. You can find the firmware 6.12.1540.4 and instructions to flash on the following post (suggest using fastboot method to flash firmware).
Note that firmware is not the same as the RUU (or ROM). Firmware is just a small zip file that needs to be flashed, before the RUU will work (requirement specific for updating to Marshmallow RUU from a lower version). So you need to flash firmware and flash RUU. And hopefully, this will fix the baseband issue.
Also note, that since you are s-off, no need to lock the bootloader to flash firmware or RUU (even if the instructions say to lock the bootloader).

I was messing around with the S-ON and I think I blew my phone up.
I can install TWRP. I think I got every possible ROM and RUU's right now because I tried 20+ combinations. There is no OS right now. Just plain old HTC white screen. I can't fuzz with fastboot flash zip because S-ON is there and I couldn't find any way to S-OFF without atleast a booting system and HBOOT 3.19.
How can I fix this? I was using 4.4.4 stock rom before I messed this up but I tried to install so many ROMs and stuff that I think that doesn't matter anymore.
There is a red OS-1.21.401.1 (2.10.401.2) text in bootloader screen which wasn't there before I tried to push some ROMs. Also, Revolution S-OFF doesn't support HBOOT 3.19. From now on, we can call it soft-bricked :/
Any help is appreciated. Please carefully examine my bootloader vars before making any comments.

Solved it by myself.

Wipe everything, flash stock recovery, put this rom on sd and fix it. I was on Kitkat 4.4.4.
