i am having the same issues.
Unit went flat (nexus 7 2013) due to moving house
boot loader locked (cannot unlock)
Nexus Root Toolkit v2.0.5 | WugFresh no help due to locked boot loader and cannot un lock (get screen options but does nothing when selected)
software can see unit and send commands fine.
out of ideas
i have has nexus 4,5,7 and 7 (2013)
they have all been rooted even ubuntu installed on some in the past
but looks like the 7 2013 is stuck due to licked boot loader that will not unlock.
thanks
Oliver

Got the same problem on my girlfriends Nexus 7 2013. Just like a brick. Bought a Nexus 9 for me and gave her mine. As far as I know, if its in 2 years of getting bought, it should be on guarantee, so if you are lucky to be in that time frame just send it to Asus for repair. My guess is a replacement.

[Q] Nexus stuck in boot loop

Yesterday my completely stock Nexus started a constant boot loop. I have tried doing a factory reset and cache wipe via the recovery menu out of the bootloader, but each time it does nothing and reverts back to the settings it was using. I have tried using the Galaxy Nexus toolkit and Nexus root toolkit, but neither will work because the bootloader will not stay unlocked. It will unlock initially, but after the required restart it reverts back to locked again (it also does not clear user data at all). I have called Samsung about it and the lady assured me it was a software issue and wanted to charge me $70 for it to be fixed (over the phone mind you), so I figure if it is a software issue (personally I think it is a hardware issue), you guys could help me much better than she could. Thanks.
Have you tried Wugfresh Toolkit? Use the unroot option and it should take everything back to stock.
From there, unroot again, see if that works since its a one-step thing (you don't have to do anything with your phone except plug it in)
I have tried to use it, but the phone will not stay on long enough to go through the root process, and even if it does, the bootloader does not stay unlocked through the initial load.
It's an hw issue, most likely.

I have contacted Samsung again and the reps refuse to believe it is hardware "because it is still turning on" and want to charge me $70 to talk to a technician. Does anyone know of a way to directly contact someone who knows what they are talking about.

[Q] Help! Stock Nexus 7 (2013) bricked?

Ok, so I have a 32gb 2013 Nexus 7 which is now bricked and i didn't do anything to brick it! Really!
It's stock, not even rooted... nothing. Never got around to doing anything to it... just left it alone.
So last night it was having trouble connecting to my home wifi so I rebooted it. When it came back up, it got stuck at the white "Google" logo, and ... nothing... no animation, no nothing.
I left it for the day and came back, and it's still doing that.
So - dug a little and decided I'd do a hard reset.... i can get into recovery (stock), i cleared the cache... but now when I try to wipe data/factory reset... it gets stuck there too.
I've got the Android guy with "Erasing..." below him. A blue progress bar that is NOT MOVING and text ...
-- Wiping data...
Formatting /data...
and that's it just sits there.
have tried it twice already and nothing.
Any suggestions?

You can use it to restore to stock without using recovery mode. As you open it you have to download some packages(just accept).
I will attach an image below to show you what it should look like.
Secondly you need to enter bootloader mode as shown in this video: https://www.youtube.com/watch?v=VV1ffMCXRg4 (Skip to 2:30)
Basically you make sure the tab is off then press the volume up button then press the power button and hold both.
Back to the Nexus Root Toolkit. Click Flash Stock+ Unroot while having the Status as: Soft Bricked/Bootloop just like in the picture below.
Just accept all the request made by the program and you should be fine.
@kenrothman don't worry, your N7 will be fine. Our device has a bit "nervous" /data partition. The method from the post above should work.
Alternatively, you could also do some other methods with price of data lost but try this first.

can't seem to do this because my bootloader is locked.
100% stock, this one is.
i tried to unlock the bootloader, because at this point it's ok if i have to wipe everything...
but it just hangs on the "yes" "no" page after i select "yes" and hit the power button.
ugh.

Did you ever use ADB / fastboot? I prefer to do such things manually as the tools might do something else than I want.
If you didn't use it yet, there is an excellent guide by comminus for N7 2012 how to flash factory image with fastboot.
Find it and in the beginning is the part with installing drivers, SDK etc. That part is identic for the N7, also bootloader unlocking.

Any updates yet? In the bootloader (if you can get to it) does the line "LOCK STATE" say locked or unlocked?

sorry, didn't have much time over the weekend.
i had previously tried to use 'fasboot oem unlock' on my mac, but that hangs as well.
i'm beginning to think this may be a hardware issue... i did a support chat session with google who basically told me i had done everything they could think of and they sent me to Asus. I haven't tried with them yet.
I'm willing to completely wipe the thing to bone stock at this point... i mean, i hadn't even rooted it... never felt the need to.
The "factory reset" from recovery really should just stomp on it, but that hangs too.
I will probably give Asus support a shot... esp if it's hardware and needs to be replaced or whatever.

[Q] Is my nexus for the garbage bin?

Hello,
So a couple of months ago I cracked the screen of my Nexus 7 2013 (32Gb), I requested a quote of a repair shop that wanted me to pay 200€ to repair it. That's about 70€ less than the price for a new one.
Instead I ordered a replacement screen from Ebay and did the repair myself which costed me about 71€. The screen was a genuine one, same type and all.
Now last week, I hadn't used the tablet for a while, I tried to turn it on but it refused. After booting it into recovery I noticed that my cache partition was corrupted. Wiping it didn't help, doing a factory reset didn't do it either.
After googling a bit I found forum threads saying the only thing you can do is having it repaired by Asus under warranty. Is this really so?
Although I didn't leave a scratch on the tablet, the two seals on the screws inside the tablet have been removed while I was repairing the screen.
So most probably I'm out of luck then? No JTAG or anything else I can try?
My tablet was running stock Android, non rooted, no unlocked bootloader, ADB was not enabled.
Best regards,
Jan
I suggest that you flash the factory image following the instructions in the sticky threads.
You flash it from you computer and I think there is a good chance that it will fix your tablet.
Yes, flashing the stock factory image is your best bet. I do believe that you must be unlocked, and that's very simple to do. Getting the Nexus drivers is more annoying that getting fastboot access.

Unlock your bootloader through ADB and than flash the factory image, make sure you flash the right one..
This LINK is a great guide that'll show you how to unlock the bootloader and flash a factory image through ADB (post 2).
Everything should get restored with a factory image flash, but if not you probably have a permanently bricked device because ASUS will most likely turn the device down if they notice any signs of the device being taken apart.

All I had to do was download the Google Driver from SDK and install it. ADB was able to recognize my device without a problem.
Well, I first installed SDK when rooting my HTC Evo, and boy did I have a grand time getting the right drivers! [/sarcarsm] By the time I was using my next HTC phone, I was using Ubuntu, and it doesn't require any device specific drivers.
USB debugging
Well the thing is: USB debugging was not enabled before I couldn't boot my Nexus anymore. Since I can't boot it, I can't enable USB debugging if I'm not mistaken.
So I boot into the bootloader (volume down + powerbutton), then select recovery mode and press the powerbutton.
Next I press the powerbutton and volume up and I'm in the recovery mode.
There I can see the error messages about my cache partition being corrupted, wiping/formatting it there does not help.
I can put the tablet in 'adb sideload' mode, but I guess since the tablet is not in debugging mode that won't do much good?
Using the Nexus 7 toolkit I always see the message: waiting for ADB mode but it detects the device though (it lists a serial number as well).
I tried to boot the tablet by holding up and down volume and then the powerbutton (this is supposed to be 'fastmode' no?).
The screen of the tablet remains black/ not active, my PC (under Win7) detects a new device at this point but it fails to load a driver.
When I try this under Linux I see a 'qualcom device when I do 'lsusb', and under /dev I see: /dev/ttyUSB0 appear.
I tried "fastboot oem unlock" but that doesn't work.
Well I found this thread:
http://forum.xda-developers.com/showthread.php?t=2602638&page=3
Seems some people have had the same issue with not being able to mount/format the cache partition.
So my only option would be a RMA, but since I repaired the screen myself that's a no-go as well (the warranty seals/stickers on the two screws on the inside are gone).
A new Nexus 7 it is then I guess...

You flash a stock image in fastboot. You hold volume down + power to enter it.
I tried to unlock: I chose yes using the vol buttons and pressed the powerbutton.
At that point the screen freezes on my tablet, and in the command line it gets stuck at this:
Device detected in FASTBOOT MODE
Device Serial Number is: 0xxxxx

Nexus 7 2013 Won't Erase Userdata

Hello friends!
I've found several threads on various forums with this problem, but no viable solutions so far.
I decided to give my 2013 N7 to my wife so I performed a factory data reset. It began the process then became stuck while erasing the userdata. After a couple hours it gave me the dead Android. I restarted and it was bootlooped. I then booted into bootloader mode to just flash the stock image files. While in fastboot, the first step I took was to unlock the bootloader. I was prompted with the "Yes" or "No" options. I choose yes then it hung at 'erasing userdata'. I left out overnight hoping it would eventually continue. No luck. I have never been rooted or ROM'd on this tablet. All stock. Has anyone found a fix for this issue? Thanks in advance!
I am in the exact same boat and have spent a number of hours over the last week or so trying to get it going again. Mine was actually running Android L since the day it dropped and got stuck in a bootloop after a dead battery. Something is definitely corrupt, because it fails to erase, format or flash any partitions.
I had left the bootloader unlocked after flashing L. In a fit of desperation, I tried fastboot oem lock, and of course it locked. Now I can't get it unlocked again.
What reading I have done doesn't look promising.
Yeah. I have found zero solutions on ecru forum out there. My wife's first gen N7 will bootloop out of nowhere about every three months. I loved Nexus tablets until this nonsense. I think I'm done with them.
I have the same problem.
Any solutions?

The only solution I ever found was to buy a broken screen tablet from eBay for it's motherboard. I spent hours and hours over a couple weeks trying to revive it. The replacement has been rock solid ever since.
Good luck
Any updates on how to fix this? I also encountered this problem. I was going to give my Nexus 7 away, so decided to do a factory reset. It took forever and just wound up showing a dead Android with an X on his chest. I turned it off and it said it was erasing, only to get the same results. I had never messed around by rooting or unlocking the bootloader, but I decided to try and unlock the bootloader, but the same thing basically happened. It hung up on erasing userdata and it never managed to unlock the bootloader. Do I have any options? My Nexus seems to be forever stuck on a screen with an Android saying it's erasing data, but it never manages to complete that task.
Thanks for any help guys.
I've had roughly the same happen to me on my Huawei P1 LTE. I can't do anything with my system partition......
From what I've seen on forums is that it can happen on any device. i.e. once your internal memory becomes corrupt, your F*cked.
As the Nexus 7 (2013) is now getting on a bit, the prices are so cheap that I would suggest just picking up another.

Unable to unlock bootloader

hey guys,
Today nexus 7 decided to reboot and get stuck on google startup screen. so i tried to clear cache / format wipe through recover.
because it didn't work then i downloaded and installed Skilsoft toolkit, I had used it before on the previous nexus 2012 for the same reason and worked perfect but this time it just doesn't work on nexus 7 2013.
I am trying to unlock bootloader i go to the poitn the message appears on the tablet screen unlock bootloader i press power to select yes the toolkit then proceed in saying erasing data and just stays there on that screen for ever.
Then i tried to use the nexus root toolkit and the exact same happens.

You can try doing it manually. This guide tells you how: http://forum.xda-developers.com/showthread.php?t=2382051. But since you can't boot the phone normally you can boot into the bootloader by turning your tablet off. And then boot it up again while holding volume down key. Keep holding volume down until you are in bootloader mode. Then you can continue to follow the guide.

I have tried that method too, but it always gets stuck at the same point clearing user data.
By the looks of it is completely gone judging by the other threads.

I have the same problem. Based on the sites I have visited, there is no current way to fix it. Google will probably never make a fix since they're getting tons of money from people buying new tablets to replaced they're broken tablets. Sorry about that.
Have you not tried the excellent Nexus Root Toolkit by Wugfresh? Worth a shot I reckon.
