Xposed modules were working fine on MIUI 5.9.16. After update to 5.9.25 it stopped working.
Please help or confirm it is compatible or not?

Officially Xposed Framework v86 works with Huawei-Themes-Engine without modify the build.prop: http://forum.xda-developers.com/android/general/guide-workaround-running-xposed-t3338765
Alternative works also the Wanams Xposed Framework: http://forum.xda-developers.com/showpost.php?p=62377738&postcount=2 With the developement from Wanam, Rovo89 implement the Huawei-Themes-Engine. Yes. AFAIK Xposed is not today compatible with Android 7/Nougat or CM14.x but rovo89 is working on it.

Yes xposed is actually compatible with API level 23 = Android 6.x. It recently got updated to be compatible with the November 1st security patch on Android 6.x .
You will have to wait a while until its ready for Nougat.
I am looking for info for porting official xposed framework to sdk 28.
I don't use magisk so EDxposed is useless to me,
I really don't want to have to run my devices on sdk27 just to have xposed...
I use rooted GSI treble images that I modify to be device specific...
Is there any official documentation on how to port xposed to a newer sdk?
Is anyone even working on it?

There is no source code for SDK 27 released so I doubt it is possible to port official Xposed to SDK 28 without it.

Take a look at Riru Core, it's an "unofficial port" of Xposed. According to Riru’s GitHub page, Riru provides a way to inject codes into the zygote process: https://github.com/RikkaApps/Riru
