If i were to change the t-mobile dash rom to the htc 1.33 stocked rom, is the phone able to be used by other carriers, like at&t?

No you will need to pay for sim unlock use jockyw2001's service http://forum.xda-developers.com/showthread.php?t=355789
May be a dumb question but since I see a different section for the T-Mobile variant, aren't they both the same unlocked version? So all ROMs from this section should work on the T-Mobile version right?
Anyone with T-Mobile on here flashing ROMs?
Most roms should be work t-mobile.I think only cdma phones will have issues.Im on at&t m8 and on t-mobile network.

hi there
i have an htc M8 Sprint Device (831C) and i want to change it to a normal stock M8.
I'm in Turkey, I've bought the phone from outside of the country and i can't use some features like wifi hotspot because of the devise is unlocked version. in other words, i want to get rid of Sprint M8 rom.
Is there any way to do this? ıf its possible, how?

Your best bet is probably to unlock the bootloader, and load a custom ROM (that specifically supports the Sprint variant), rather than a "stock" M8 ROM.
Reason being, the Sprint version is a CDMA (includes both GSM and CDMA radios) and actually different hardware from the other "GSM" phones (that you are calling "stock"). Trying to "convert" your Sprint version (installing "international" firmware, radios, etc.) is a very bad idea, as it probably won't work, and might even brick the phone.
Quite frankly, you probably bought the wrong variant for your country/region. Just about any version except Sprint/Verizon would have been better, and could be converted to be the "international" version.
oh got it. i think the custom rom is my only chance. thank you for your interest...
Hello
I've purchased htc one m8 (sprint version) and it already had sim unlock. After upgrade to Android lollipop (5.0.2) i see message "invalid sim card" for GSM sim. Do i lost my sim unlock? If so, what can i do now ?
Was this an official Sprint upgrade or you did it yourself?
