T-Mobile Galaxy S2 (SGH-T989 Hercules) here. I really need to be able to record both sides of my calls on my phone directly from the line (NOT from the speaker).
Can anyone PLEASE recommend a ROM or ROM+tweak that will enable call recording on this S2 variant?
I've tried so many ROMs and apk tweaks and hit a wall every single time.

First, you need to be running a TouchWiz ROM in order for this tweak to work.
Some good options include PTMR3's Jedi ROM and Jamison's Infamous ROM.
Next, find,download, and install XPosed Installer.
Once you have it installed, open it and hit "install/ Update"
Next, find, download, and install Xposed TweakBox
Make sure you go back into Xposed Installer and check the Xposed Tweakbox Module.
In Xposed Tweakbox--> Phone --> call recording. That will enable a record button on your phone when you're in a call.
** I haven't kept up but I believe that one of the ROMS I mentioned before already has Xposed Installer & Xposed Tweakbox preinstalled.
Let me know if this works for you, I haven't encountered any issues with this method.

Thanks for the leads, I will look into this. Do you know offhand if Jedi and Infamous preserve wifi calling abilities on the T-Mobile service?
Ok, I have confirmed that Jedi Mind trick preserves Wifi calling on the T-Mobile Galaxy S2. I will be testing shortly, I found the files you were talking about for everyone else's reference:

I can confirm successful line recording from my T-Mobile Galaxy S2 of BOTH sides of the conversation.
Latest version Jedi Mind Trick 6 comes with xposed framework, so you just need to update that and download tweakbox to activate and reboot. Then a record button shows up on the call screen and conversations are saved to internal sdcard in the sounds/ folder

I was using Wanam for some time. Now I would like to use only one function - Call recording. Is there any way to activate it on Samsung Galaxy Note 2 Android 4.3 Stock Rom, without instaling Wanam and framework ? Of course I got Root access.
I want to keep my system as clean as possible. Without any additional apps. Anyone know how this Wanam app do the trick ? I was trying to do some changes in other.xml file - no result. I was trying to replace SecPhone.apk - no result (maybe I was trying with wrong version). I think Wanam is doing some changes in files, but I dont know what exactly is changed....

If your rooted download xposed installer and install it to your system after that download wanam xposed, install it, enable it and reboot. Then open the wanam xposed app go into sounds and check disable boot sound. And that should do it

my tab is rooted. But I prefer to do not install app to close up sound. Do you know which sound file to delete ?

I don't really know but the app has lots of customization features in it too!
i don't think there is a setting where you can just turn this off. An alternative to Wanam Xposed is an app called Silent Boot
The sound is tied to bootanimation.
