this one: [DEV][ROM][4.2.1] CyanogenMod 10.1 [STABLE 30.01 / NIGHTLY --.--] by OldDroid here http://forum.xda-developers.com/showthread.php?t=2062676 and you can see in the pictures you can see the screenshot of decive settings

That is possible because it was included in SOME releases, but not the latest ones.

they were in a previous version but he removed because of some issues
but i think maybe he will add them back in a future version
after downgrading from 4.42 to 4.3 wannam lite my note 2 shows following warning..
"SE for androidhas been turned off.tap here for more info"
when i click it asked me to restart and even after restart its the same msg..whats the problem??

I just updated to CM11 last night and enabled Developer options but I don't see the runtime options.
I am using CM11-20140308-SNAPSHOT-M4-toroplus (Build date: Sat Mar 8 13:52:04 PST 2014)
What do I need to do to make ART available? Perhaps I don't have the right version of GAPPS?
Please advise!

Do I need a specific GAPPS or Specific build of CM11?

Already tried, it is the v10l (it is an L not an i), if you copy&paste the name into the notepad you will see it

Hello guys,
I have DU v11.2 build 30/3/2017 on my zuk z2 plus.
Accidentally, I've disabled the developer options, now if I try to re-enable them, clicking several times onto 'phone info > build version', that field is no more clickable, and nothing happens.
Please help me activate again the dev options, and the usb debug...

I have used DU 11.2 but never experienced such problem. Try flashing the rom again.
