I have a galaxy s4 mini and i have been told that it is blocked by the manufacturer. When i put my sim in it, data and reception works fine but i cannot make or receive calls because it says 'Conditional forwarding active'. It is not a problem with the settings i have made sure of this. I just wanted to know if there is any way of being able to use the phone. Will rooting and using cfw work?

Ok this may have been asked before but i havent really gotten the understanding that im trying to. so ill ask specifically. i have root, have installed 3 or 4 different roms CM6, stock 2.1, modified 2.1(currently 2.2 froyo from t-mobile). does this mean my phone is also "UNLOCKED" or is there something else im missing? also i am having an issue where immediately after i turn my phone on, i can place phone calls. but after a few minutes, i cant make a call. it just sits there and then times out unless i shut the phone off and back on again.

i was too but im not sure if thats the issue. because the phone was originally a t-mobile phone but i bought a Simple Mobile sim. so now the phone is actin funny about calls. the internet is programmed and works fine. mms is sketchy. but phone calls act like the phone drops the carrier after a while and i cant scan for carriers (says no carrier found) until i reboot it. also i cant enter airplane mode fully when that happens. sometimes i can get incoming calls but cant dial out. other times, incoming calls ring then go to vm without the phone ringin at all

Rooting your phone doesn't unlock it, so technically your phone is still sim/carrier locked to T-Mobile. Simple Mobile may have been able to work around SOME of those locks, but you probably won't eliminate those calling issues until you get it the unlock code from t-mobile. You also might try hack-unlocking it, the unlockr I've heard is good for that kind of stuff.
Rooting just means you gained superuser access to the phone, vs regular end user access. Rooting allows custom roms and overclocking and that sort of stuff.
We have a Galaxy Note 2 from ATT now. Just upgraded, so we're not using it. We want to take it to Europe to use as a phone and a hotspot for our computers on our trip. I've read that people do that with unlocked Androids and a European SIM.
I was able to unlock the phone with no problem using a data only T-Mobile SIM card in the process. The problem is that I can't turn the Mobile Hot Spot on. I've tried with the valid data only T-mobild SIM installed. When I try to turn the hotspot on, it says that either the network is not available, or there's an invalid SIM. I'm worried that it's the ATT restrictions on the phone that aren't going away even if the phone is unlocked, and there's a different SIM in place.
Does anyone know what we have to do to enable the hotspot, so that this phone can be used in Europe?

Thanks. That looks like a good app to fix problems connecting to external wifi sources. However, I want my phone to BE the wifi source when in Europe. Still looking for a solution.

Sorry my bad you should go for foxfi.apk to fix locked wifi and usb tetharing and its tested by me (if it doesn't work for u then there are several more apks. search). Good luck

The thing that sticks out to me is that you actually need the correct Sim card that is provisioned for phone service.. I'm assuming this "data only sim" was provisioned for a tablet and therefore can't make any calls... the network unavailable message will show up even with no Sim installed and trying to enable a hotspot. You need a valid cell service in order to hotspot.
Hope Getting the Right SIM will do it.

Thanks. I hope that's what the problem is. It would make things simpler to be sure. I just didn't want to get there and then find out it wasn't going to work. In the meantime, I found my old Galaxy S 3. I managed to unlock it, root it, and install basic ROM. Thought maybe that would work, as well. I'll know by next week.

Heres my need....i busted my S5, so I took my sim card out & placed it in my Galaxy tab 3, hoping to use it as my phone until I can replace my S5. I rooted the tab successfully using instructions on this forum. Now how do i unlock the calling feature so i can receive & make calls using my at&t cell service, not wifi app?
I have seen post about international firmware,but all the download links are dead.
My tablet is activated & running 4.4.2, i do not have a stock phone icon/app & only dial pad is hangouts.

I'm sorry to have to be the one to tell you this but as far as I remember the ATT modem is Data only, you can get text messages by installing GOSms (i think that's the only one I've gotten texts working with) but no calls, the default dialer app that's hidden only allows to send codes and wont allow you to place or receive calls, I've tried replacing it with another dialer from a different rom and didnt have any luck
So I had a LG X charge and I swapped the sim to my Nexus 5X the first time I did it everything worked great I was able to make calls and send SMS, a few months later (now) after i did a factory reset on my Nexus 5X, i put the sim card in it and only data works can't make calls or send SMS, I think when I first tried it and it worked I was on Oreo 8.0 and now I'm on 8.1 which shouldn't nake a difference.
What am I doing wrong or what should I try?
Unfortunately, xfinity doesn't officially support the phone, but if it worked before it should work again unless something changed in 8.1
You're right, os shouldn't matter. It might be phone apn settings. Does the sim still work in the Charge or any other Verizon phone?

This is a little old now. But I wanted to point out that what I did was make sure my Samsung Galaxy S8+ was unlocked through the AT&T process. Once I received confirmation and a code to unlock my phone. I installed the Comcast xfinity sim card. Then I did a full reset of the phone. The phone went through the process then it rebooted again with a message saying the carrier network settings had changed. After the reboot, the phone came back on all set up and ready to use on the xfinity network.

Yes, sim works fine in the LG charge X, I checked the APN, only thing I see different is there is a username and a password on the charge, other than that it's all the same, besides the name is Verizon on the 5x and Xfinity mobile on the charge.
Do you know what generally means when you can only use data and can't make calls and send SMS?
And WIFI calling?
I had read in a few places this might work. I'm also not able to sync my Galaxy watch to send texts and make calls through my phone's phone number with numbersync. I'm hoping flashing the actual ATT software might fix these problems.
Any thoughts?

well, the worst thing that could happen is that it doesnt work and youd need to flash your other firmware back on the device
I flashed my unlocked cricket S9 to Verizon firmware, because I was on the U1 firmware and needed cricket wifi calling back (and cricket/att firmware downloads are mia) and when I did I got absolutely nothing of Verizon and the phone was recognized as a cricket phone. So in short basically all 0U firmware is the same the same as all 0U1 is the same. It's kind of confusing but basically on 0U your sim/carrier (even if you don't have it in at setup, it remembers the last one you used) determines your 0U for you, so I don't think what you're asking will work.

I have heard from some people that latest(august or so) update on unlocked S10+ that is on ATT network, allows VoLTE to work
