Yes, it will recover you from a bootloop provided you do all wipes (data, system, cache and dalvik cache) and you are using a compatible kernel (for example - CM10 with FXP's kernel or Trinity Rom with DoomKernel/TrinityKernel).
if you have a nandroid backup flash it first..if not then yeah, what @abcdjdj said
The best/safe way is to flash it through Flashtool

WIPE all from recovery. But if you want you can do it from menu settings also, reset to factory settings. After that flash the new ROM, wipe dalvik's cache too.

If its just a backup you're gonna flash, just clear cache and dalvik cache then flash your backup and reboot
Just rememer to always create a backup before flashing mods bro, if you get bootloops you can easily revert to your backup instead of going through the whole process of flashing a brand new rom and starting over from scratch

I'm on TrueAncestor now and want to try out Gin2ICS. Do I need to flash the stock .ftf ,root and install CWM all over again or can I just wipe and factory reset in CWM and flash the new ROM?
Yup! You need to do a factory reset if you don't want to get a bootloop
And also don't forget to 'wipe cache'..
If your current fw is match or compatible with gin2ics, you don't need to flash fw again. Just flash the rom via cwm and don't forget to factory reset and wipe cache before

actually you only need to wipe dalvik-cache, the rom installation it self will do a wipe data/factory reset and wipe cache.
And backing up the previous ROM should do just that (back it up) in every aspect (restore apps, widgets/shortcut setups)? And what about restoring myapps back on a new ROM im flashing? Do i have to just do it the slow way with play store or is there a better way? Same question with restoring home screen setups/widgets/app placement when flashing over to a new ROM? Can Titanium backup do this? BTW Im usingTWRP for recovery.

I went from stock GB to .58 enhanced+TrueAncestor following the ROM-guide for TA. Should I have done any factory resets/cache resets and what not during this? Everything works fine but I dont want any trouble later.
Some custom roms require you to factory reset . Some wipe cache and factory reset automatically

I installed CM10, but I don't like it yet.
How do I go back to CM9? Just flashing the older ROM again doesn't work (it was stuck in a boot animation loop), although I didn't wipe.
Please help.

I mean with titanium, go backup, app2zip etc...... anything that can backup your apps and data

Make a backup of you apps with Titanium Backup (not the system apps!), reboot in recovery, make a backup if you want, wipe data/factory reset and wipe cache, install rom, wipe data/factory reset and wipe cache again. Then it should work.

Do you wipe your dalvik cache after changing kernel? If not then the rom will probably fail.

No bad blocks. its hang at kernel logo. im unable to reboot cwm as well. i did follow the instruction well
i tried fastboot & flashtool both giving same freezing issue.

OK. I flashed the wrong kernel on my new Nexus 7 (2013). My stupid, I flashed the kernel (franco) for the old Nexus 7 on the new one.
Luckily, I can still access bootloader and recovery (TWP). Now it's stuck at Google (again, I can still go to bootloader and recoery).
Where can I find the stock kernel that I can use? Or Can I flash a custom kernel?

Have you considered trying this which will return your Nexus 7 to its original factory settings with a stock image? I haven't used this method but it may get your tablet working again. Also, for future reference, you should always make a nandroid backup before you flash something new in case you run into problems like this.
Wiping the cache/dalvik cache usually works for me when it would hang on the boot screen after a flash.

Do you have a ROM installed?
Try restoring to factory settings, reflashing a ROM, and then flashing the kernel. Wipe cache/dalvik once you're done and see if that works.

Try flashing the stock rooted ROM here.
To restore to factory settings, go to "Wipe" then slide the slider at the bottom of the screen.

Thanks cyberprodigy and Username invalid for helping me.
I fixed it.
After flashing 2 custom kernels (all of them were said to be completed install) but I was stuck at Google.
So I tried to flash a stock kernel (I downloaded it from here, sorry for hotlink-ing from another forum: http://droidbasement.com/asus/razor/flo/sys-backup/jb-4.3_ota-full_n7_razor-flo.zip). I will also uploaded the stock kernel file extracted from that link in case somebody needs it but doesn't want to download the whole Stock ROM.
The file extension is .img, so for people not knowing how to flash this file, use this command
"fastboot flash boot <the file name.img>"

I have a big problem. I was runnig Ditto n3 rom but i had random reboots.
I decide to go back to my (restore)Omni rom and return was good but then ,bootloop.
I am not able to install any rom,i cant restore nothing.i try evrything,,,format sistem.,wipe dalvik ,cach but nothing.
Can you help me ,please???
Edit:I can go to the recovery or download mode ,i can flash any rom but get a BOOTLOOP.

2.6.3.1 TWRP? Sounds like bad flashing. Have tried "Enable md5 verification" in TWRP while restoring? Was it a complete backup from TWRP? Kernel? Modem? Boot? System?
I have not tried that but now i flash again philz via odin and try again but seems like Bootloop ,again,

1. In Philz, Wipe Data / Factory Data Reset then Clean Install a new ROM
2. Wipe Data / Factory Data Reset then Wipe Data Factory Reset
3. Wipe Cache and Dalvik's Cache
4. Flash TWRP
5. Restore BACKUP from TWRP
