I have an HTC One V PrimoU that I flashed PACman ROM 19.3 on and I was wondering how do I take pictures in Camera App
because in the stock ROM I could take pics while recording videos

As you've probably saw in many many many ICS rom threads... No.
There will not be one until something like the DesireHD gets ICS officially so that we can take the ICS Hardware driver's for it and port it over.
By the way I know what you mean by HD Video (i.e.: 720p etc), but HD Camera? I can take a 5 Megapixel picture just fine on the rom I'm on now (just double checked and the resulting image is in fact 2592x1936, so it's the HD video and advanced/stable controls we're mainly missing).
anyone else having issues taking a video with this rom? i just flashed it but every time i take a video, its all messed up (its like taking a video with the cam app on 4.2 gapps) would it fix it if i just try to reflash the rom?
I noticed that the photos i took with the Stock Rom are 'Widescreen' and the Photos i actually take with Custom-Roms (AOKP, JellyBam and Miui) are not widescreen.
Is it possible to change it?

Haven't tried personally, but it could work. Do nandroid backup before flashing and report back.

Guys please suggest me a video recording software for 1ceb0x's ROM Shpongle 4.2.2
I am using camera JB+ for taking photos, but i cannot record videos with it.

Try change the video bitrate setting in Camera JB+ see if that helps.
Camera JB+ should be the best 3rd camera app. If it's not working, you could try LGCamera(not really written by LG) and SnapShot HDR.

maybe there's still bug indeed from the rom it self...to make sure is..you can try find the answer and ask on the rom thread it self..
