No it cannot be unlocked/debranded now by flashing it through a firmware from Navifirm.
RM-808 is for North America (Rogers and AT&T) while RM-823 is for Europe (Finland).
A user on this forum tried flashing an RM-823 firmware to his RM-808 AT&T Lumia 900, but could not get it to work.

First, this is not an ATF support forum, although we do have at least one ATF developer among our members.
With that said - bootloader-wise, the RM-808 and RM-823 are the same. You can safely use RM-808 mode with the RM-823.
Note that a new release of ATC is expected soon, which will be able to install an unlocked Qualcomm OSBL. It's currently being tested internally. See the "recover/upgrade" thread.

I have a Lumia AT&T with product code 059L6S0. It is now using custom rom 7.8 by china ( have XapDeployer and WP7 RootTools ). But when I come to Nokia Care suite to check, it display RM-823 ( Product code 059L6S0 must be RM-808 ).
Now, I dont know if my phone already has qualcomm bootloader and how to install another rom to have Facebook and Google in people hub ( China Rom doesnt include these features). If I use NCS to flash a ship rom AT&T from Nokia, will my devices will be relocked again ?
