ETEN M600 ROM language(Changing)-HELPPP

I dont speak french and I got ETEN m600. No one knows how to install new WWE ROM on it and change language.. Anyone to helppppppppp

so I have a htc p3450 umblock whit one problem, i can't call o resive and said
YOUR CURRENT OPERATOR(72431)IS NOT SOPOTED.YOU SHOULD OBTEIN AN UPDATE FROM YOUR DIVICE VENDOR,
so i need your help because this phone is like new and I have more that 3 months whitout use it. thanks for your help
