I had the same problem with 1.4c, using the 1.4b there was no problem, unfortunately i did not find a fix for it so have moved to pays 1.2 rom for now. Best to post in the rom thread for anwers i think.
which network are you on and how many apns are listed in your settings?
mine is o2 and i had 2 apn's which were relevant to o2, 1 for data and 1 for mms as per default. These were matched setting for setting with my partners desire (same network) different rom though. nothing worked for me apart from a different rom.

Hi All,
As many of you, i've also had an "accident" with DFRouter app while trying to enable Tethering, which led to the unfortunat WP7 issue that the device won't get recognized by the PC as it is on diagnose mode and not sync mode.
This issue caused us not to update our devices and nor unlock them for side-loading apps.
But now that the DFT team succeed with replacing the OSPL with their own customized HSPL - we can finally flash rom's onto our device (while the device is on bootloaded mode, it uses a different driver which the PC recognize - so we still can flash roms)
Link to DFT HSPL release:
http://forum.xda-developers.com/showthread.php?t=1195647
Until now, Ansar (Thanks again!) was the first one who released a custom ROM for WP7 devices, so we should all enjoy it soon.
http://forum.xda-developers.com/showthread.php?t=1200662
The problem is, that even if we flash Ansar new ROM's, we still couldn't side-load unofficial app to the device, and we won't be able to install DFRouter to fix our problem.
WP7 OS cannot execute XAP files directly of course, so sending the XAP file to your email won't do any good.
I don't know if Ansar can install the app on to a device and then "export" a ROM with pre-installed DFRouter app - i guess we will know soon when he will publish he's second custom ROM that should be with Mango.
When wiping the device or flashing a new rom on a device (which wipes the device), first time it loads the OS installs some OEM apps automatically - I have TMOUS stock ROM, so it installes Flixter, TMobile Telenav, MobiTV, FamilyPlace, SlackerRadio and HTC Hub apps.
Using xda2_haseeb post's (http://forum.xda-developers.com/showthread.php?t=952979), I downloaded the tools he provided and a TMOUS ROM and start to look into it.
While looking into the ROM, i've found the folder where these app's stored (XAP files), and the installation script that tells the OS which app's to install automatically while loading for the first time.
(I've attached an image of the folder's content)
Now, the XML that tell's the OS what to install looks like that:
Code:
<wap-provisioningdoc>
<characteristic type="AppInstall">
<characteristic type="{1A0EE8C2-48B1-DF11-8A2F-00237DE2DB9E}">

If we can add the DFRouter XAP file to that folder, and edit that XML to point to it, I think we're good. the automatic installation will probably try to install it.
The thing is, I don't know exactly what are these GUID's - i.e {EDF31035-CCC5-DF11-9EAE-00237DE2DB9E}.
I'm guessing it is a Hash code for the XAP file, and the second one is for the license file - but I guess that the OS will check that GUID's prior to installing that XAP file.
This is where i'm asking you for help
I can't seem to extract the other files from the ROM, so I didn't looked into them to find maybe that GUID inside something.
Do any of you have an idea where did these GUID's came from? or where can I find/generate the right ones for them?
I don't currently have the DFRouter app, but maybe it's something in the manifest file or somewhere else.
Thanks guys, let's hope to get a solution soon - I'm still on 7004 version and I want Mango so bad!

Could be useful for other devs, too to make the desired frankstein pacmaninstaller.exe ... I just wonder why noone has dont it so far. There should be reasons out there why this hasnt been done. because there wasn't any way to get a franken pacmaninstaller.exe on the phone and run it (not signed anymore after modding)
but maybe it is possible now
(on wm is was like : everything cooked was automatically accepted by os )
edit1
just looked at a rom but you also mis the TelmapNavigatorFinal_License.xml (just one I used as example) from that app
all .xap's have a license.xml to and we don't have that for DFRouter
edit2
and maybe you even have to edit the .dsm file with a tool (like dsm rebuilder)
With hspl you can fixed this problem by download rom with htc test tool include. Flash it and run htc modem test tool then click zune mode. I will give detail in dfrouter thread.

Does any body know a solution about this problem?
I'm using the DBT profile.
I'm in Bahrain. I have a GSM unlocked GN that I brought with me from the States. Unless I flash a ROM that is CM10, I do not receive data. I made sure that I was using the same radio on all ROMs. XXLF1 is the one working on CM10. I downloaded it to reflash other ROMs and still nothing.
There's nothing wrong with CM10. Just want to try out other ROMs. I'm a flashaholic!!
Any ideas on what it could be? Thanks in advance!

The ROM's you are trying to flash probably don't have the correct soon settings for your operator.
Usually the web site from your operator have info on the correct settings.

Downloading the attached Xperia 1 Qualcomm Drivers
ADB
Be sure Network Signal Guru is closed
Connecting to QPST
Enable USB debug
Connect your phone to your Windows PC
Open PowerShell
Code:
adb shell
su
resetprop ro.bootmode usbradio
resetprop ro.build.type userdebug
setprop sys.usb.config diag,diag_mdm,adb
diag_mdlog
cancel (ctrl+c) once it starts to "hang" at failed to open diag socket
change usb config (file transfer, no file transfer)
Now open device manager, you should see an unknown device.
Right click the device and select Update driver.
Select "Browse my computer for drivers"
Select "Let me pick from a list of available drivers on my computer".
Select "All devices".
Browse drivers in extracted Xperia 1 Qualcomm Drivers folder and select qcuser.inf
Then find "Qualcomm HS-USB MDM Diagnostics 90B6" and click "Next" to install it. Ignore the warning.
Now you can open QPST. Be sure your Pixel 4a 5G is correctly detected and open " Start Clients -menu -> QPST EFS Explorer"
Modifying Files
Now that you have QPST EFS Explorer open, go to the policyman directory.
We first want to edit carrier_polixy.xml. Download it and save a copy somewhere.
Enabling 5G
You have 2 ways to do that. You can either add your carrier by adding in the first list
Code:
<plmn_list name="plmn_carrier-country">MCC-MNC</plmn_list>
(replace carrier-country and MCC-MNC by the correct names and values, for example, it is plmn_free-fr for Free Mobile in France and MCC-MNC are 208-15 and 208-16[if your carrier have two or more MNC just add them all, it should be something like that : <plmn_list name="plmn_free-fr">208-15 208-16</plmn_list>])
And then add
Code:
<imsi_plmn_in list="plmn_carrier-country" />
(replace carrier-country by the correct names)
before the last
Code:
</any_of>
<then>
<rat_capability base="none">
<include> G W L 5G </include>
</rat_capability>
<stop />
</then>
---
Alternatively can add "5G" at the end of every rat_capability field.
You will go from something like this
Code:
<rat_capability base="none">
<include> G W L </include>
</rat_capability>
to
Code:
<rat_capability base="none">
<include> G W L 5G </include>
</rat_capability>
Save, and replace the file with the edited one.
If your Carrier uses DSS you should follow the next step. If it doesn't, you can reboot now and enjoy your new 5G phone.
The next step is very useful to actually connect to the antenna for carriers using the same frequencies for LTE and 5G (for example, B28 for LTE and n28 for 5G both using the 700 MHz frequency).
Enable DSS
We want to edit lte_feature_restrictions.xml. Download it and save a copy somewhere.
First, find
Code:
<plmn_list name="dss_plmns" ns="global">
228-01 505-01 505-11 505-39 505-71 505-72 204-04 262-02 204-16 204-20 232-03 232-04 232-07
</plmn_list>
Add your MCC+MNC in this list.
Then, replace
Code:
<lte_feature name="NR_DSS">
<all_of>
<boolean_test name="carrier:dss_is_enabled" />
<any_of>
<serving_plmn_in list="plmn_att" />
<serving_plmn_in list="plmn_cricket" />
<serving_plmn_in list="plmn_firstnet" />
<serving_plmn_in list="plmn_rogers" />
<serving_plmn_in list="plmn_dtag (high)" />
<serving_plmn_in list="plmn_vfie" />
<serving_plmn_in list="plmn_testra" />
<serving_plmn_in list="plmn_vzw" />
<serving_plmn_in list="plmn_tmo" />
</any_of>
</all_of>
</lte_feature>
with
Code:
<lte_feature name="NR_DSS">
<any_of>
<boolean_test name="carrier:dss_is_enabled" />
<serving_plmn_in list="dss_plmns" />
</any_of>
</lte_feature>
Save, replace the file with the edited one and reboot.
You should now be able to fully access to the 5G network.
---
To check if everything worked, if you are near a 5G antenna, you can use Network Signal Guru to check if you really are connected in NR-NSA (non standalone 5G).
You can also dial *#*#4636#*#*.
You should see NR Available : True and NR State : CONNECTED.
Also, be sure your preferred network type has been set to NR/LTE/*the other types of network your country uses*
>Alternatively you may just make it work by replacing all
Instead of saying:
>replace all "G W L" by "G W L 5G", (you forgot to add the "5G" in the bottom one in your guide btw),
maybe it's better to say:
> add "5G" at the end of every rat_capability field.

You are right, thanks for the suggestion! I've edited the guide.
Does this work for enabling Standalone 5G on carriers like T-Mobile?
For those looking these are the two files discussed in the guide, modified to include 5G, and all possible MCC+MNC combinations.
Let me know if they work.
*edit: 03/02/2021 - corrected minor errors in the xml files.

They need to be placed in the policyman directory using QPST EFS Explorer per the OP.

It's a great idea but those files depends on the country you are in. From what I saw yesterday they probably won't work in EU.

I'd be curious to know. The carrier policy has had the '5G' added where required, and the MCC+MNC has had all the codes from https://www.mcc-mnc.com/ added

I applied the steps above on my Pixel 5G, not able to select 5G in network settings though.
Maybe this is an old thread?

You are welcome to try the files I uploaded to the thread. I have not had feedback from other users, but I can definitely enable 5G.

So in your carrier policy file above I would still need to add my carrier, correct? I don't see it in your file.

I went the with route 2 and added 5G to all rat_capability field. So you should not have to modify anything further.

You won't be able to select it via the Settings, it's completely normal. It is enough if it is already enabled (NR) in the Phone Infos. Be sure you are next to a working 5G cell. You may also use Network Signal Guru to disable B28 to "force" the n28.
